Rīcībpolitikas pārcelšana: Eiropas Ekonomikas zonas finanšu instrumenta gadījums

Abstract

Eiropas Ekonomikas zonas finanšu instrumenta mērķis ir sociālās un ekonomiskās nevienlīdzības mazināšana. Pētījumā apskatīti divu plānošanas periodu 2004.-2009 un 2009.- 2014 ietvaros īstenotie prioritārie virzieni, noteikta finansējuma piešķiršanas lietderība, veikta periodu analīze, kā arī sniegts pamatojums finansējuma turpmākai piešķiršanai. Pētījumā norādītie dati liecina par esošās situācijas uzlabojumiem, ļaujot noteikt prioritāros virzienus nākošo plānošanas periodu izstrādē. Maģistra darba centrālā problēma tiek ietverta darba hipotēzē - Rīcībpolitikas pārnesi Eiropas Ekonomikas zonas finanšu instrumenta kultūras programmu gadījumā regulē donorvalstu Norvēģijas, Lihtenšteinas un Islandes noteiktie prioritārie sektori, tādējādi nosakot kā rīcībpolitikas pārnesi var ietekmēt Latvijas institūcijas, ņemot vērā Latvijai specifiskās vajadzības.

The strategic objective of European Economic financial instrument is to reduce social and economic inequalities between the member states. The Master’s thesis examines policy priorities and funding utility of the financial mechanism within two planning period’s time 2004.-2009 and 2009-2014 as well as states potential reasons for further granting. The study shows data on current situation and improvements within this period, enabling determination of the priority directions of the development of the next programming period 2014.-2019. The central issue of the Master’s paper is included in the research hypothesis – policy transfer within the European Economic Area Financial Mechanism cultural Programmes is governed by the donor countries - Norway, Liechtenstein and Iceland, which leads to conclusion – how policy transfer can be affected by Latvian authorities, taking into account the specific needs and special concerns of Latvia.
