Nacionālo ārpolitiku eiropeizācija: Polijas un Latvijas gadījumu analīze

Abstract

Darba tēma ir „Nacionālo ārpolitiku eiropeizācija: Polijas un Latvijas gadījumu analīze”. Darba mērķis ir noskaidrot, kā Polija un Latvija kā jaunās Eiropas Savienības dalībvalstis ietekmē ES ārpolitiku, eiropeizējot jeb augšupielādējot savas nacionālās preferences ES kopējā ārpolitikas loģikā. Pētījumā veiktas divu gadījumu analīzes – Polijas iniciatīva izveidot Austrumu partnerību 2008.-2009.gadā un Latvijas darbības ES sankciju pret Baltkrieviju formulēšanā 2011.-2012.gadā. Pētījums balstīts teorētiskajos konceptos par ārpolitikas eiropeizāciju kā dalībvalstu nacionālo interešu pārnešanu ES līmenī, veidojot eiropeizācijas atgriezenisko saiti. Pētījuma rezultātā identificēti faktori, mehānismi un stratēģijas, kas ietekmējuši Polijas un Latvijas ārpolitikas preferenču eiropeizēšanu ES līmenī.

Topic of this thesis is „Europeanisation of national foreign policies: case studies of Poland and Latvia”. The aim of thesis is to find out how Poland and Latvia as the new member states have influenced the common foreign policy of the European Union by europeanising or uploading their national preferences. Two case studies are carried out – Poland’s initiative to implement Eastern Partnership in 2008-2009 and Latvia’s actions during formulation of the EU sanctions against Belarus in 2011-2012. Research is based on theoretical concepts of europeanisation of foreign policy as the projection of national interests into the EU level. Factors, mechanisms and strategies, that have influenced the europeanisation of Polish and Latvian foreign policies’ preferences, are identified as the outcome of this thesis.
