Enerģijas sektora integrēta attīstības plānošana Latvijas pašvaldību teritorijās

Abstract

Enerģija ir galvenais virzītājspēks, uz kuru tiek balstīta preču un pakalpojumu nodrošināšana visās tautsaimniecības nozarēs – lauksaimniecībā, rūpniecībā (ieguve, ražošana), transportā, u.c. Enerģijas nozares plānošana gan valsts, gan pašvaldības līmenī ir svarīgs instruments, lai apzinātu esošo situāciju un plānotu nozares attīstību ilgtermiņā. Maģistra darba mērķis ir izstrādāt priekšlikumus sektorālās plānošanas integrācijai Latvijas teritorijas plānošanas dokumentos, par piemēru ņemot enerģijas sektora integrāciju. Maģistra darba ietvaros tika apkopota ar tēmu saistītā zinātniskā literatūra, pētīti ārvalstu piemēri un esošās situācija valstī, kā arī tika veiktas nozares speciālistu un atbildīgo pašvaldības darbinieku intervijas. Darba rezultātā ir izstrādāti priekšlikumi enerģijas jautājumu plānošanai un to integrācijai esošajā plānošanas sistēmā, kā arī izdarīti secinājumi par aktuālākajiem problēmjautājumiem.

Energy is the main driving force, on which is based provision of goods and services in all sectors of the economy – agriculture, industry (extraction, production), transport, etc. Energy industry planning on national and local level is an important planning instrument to identify the existing situation and to plan the development of the sector in the long term. The aim of the master thesis is to develop proposals how to integrate sectoral planning into the planning system of Latvia, taking for the example the integration of the energy sector. The work was compiled with the theme-related scientific literature, studied foreign examples and the current situation in the country, as well as the were carried out professionals and responsible municipal staff interviews. As a result of the master thesis, there have been developed proposals for energy planning and the energy sector integration into the existing planning system, as well as the conclusions of the most important sector challenges were made.
