Satversmes grozīšanas kārtība

Abstract

Latvijas Republikas Satversme iekļauj pašus svarīgākos valsts uzbūves pamatprincipus. Grozot Satversmi, tiek mainīti neskaitāmi tiesību institūti, arī tie, kuri nav iekļauti Satversmes tekstā, tāpēc ļoti nozīmīga ir sakārtota Satversmes grozīšanas kārtība. Tajā nevar būt procesuāli robi, ja tie ir konstatēti, tie ir nekavējoties jālikvidē. Bakalaura darba mērķis ir veidot Satversmes grozīšanas kārtības vēsturisko koncepciju un teorētiskos aspektus, kā arī konstatēt iespējamās Satversmes grozīšanas kārtības nepilnības. Bakalaura darba uzdevumi ir iepazīties ar grozīšanas kārtības izveidi, detalizēti izpētīt katru Satversmes grozīšanas kārtības elementu un atrast tajā uzlabojumus. Bakalaura darba pētījuma rezultātā tiek atrasti risinājumi iespējamo Satversmes grozīšanas kārtības nepilnību labošanā.

Constitution of Latvia contains the most important basic principles of the state. By amending the Constitution, countless legal institutions are changed, even those, what are not included in Constitution of Latvia, therefore, faultless constitutional amendment procedure is very important. It cannot contain procedural gaps, if they are detected, they must be immediately eliminated. Bachelor thesis aims to establish historical and theoretical aspects of constitutional amendment procedure, as well as to identify possible shortcomings of the Constitutional amendment procedure. Bachelor's tasks are to clarify constitutional amendment procedure development, to examine in detail each of the constitutional amendment elements, and find it’s improvements. Bachelor thesis research will result in finding solutions to the best possible project of a constitutional amendment procedure.
