ES Padomes prezidentūras loma ārlietu jautājumos - Lietuvas un Itālijas gadījumu izpēte

Abstract

Darba ″ES Padomes prezidentūras loma ārlietu jautājumos – Lietuvas un Itālijas gadījumu izpēte″ mērķis ir analizēt ES Augsto pārstāvja sadarbību ar ES Padomes prezidējošo valsti pēc Lisabonas līguma. Darba problēma ir, vai radusies varas centralizācija un Prezidējošās valsts kompetences samazināšanās ārlietu jautājumos, Lisabonas līguma izveidotā ES Augstā pārstāvja amata dēļ? Uzdevumi: liberālā un vēsturiskā institucionālisma analīze; analīze Lisabonas līguma ieviestajām izmaiņām ārlietu un drošības jomā; Lietuvas un Itālijas ES Padomes prezidentūras analīze, koncentrējoties uz valsts sadarbību ar ES Augsto pārstāvi. Darbā izmantotas kvalitatīvās metodes – gadījumu un zinātniskās literatūras analīze. Secināts, ka ES Augstā pārstāvja amats nemazina Prezidējošās valsts iespējas reaģēt uz aktuālajiem drošības izaicinājumiem ārpolitikas jomā.

The aim of the research ″Role of the Presidency of Council of EU in foreign affairs issues - case study of Lithuania and Italy″ is analyze cooperation between EU High Representative and The Council of the EU Presidency after the Treaty of Lisbon. The research problem is formulated as whether the centralization of power occurred and the competencies of Council of the EU Presidency in foreign affairs issues has not reduced after the post of EU High Representative introduced by the Treaty of Lisbon? Objectives: analyze liberal and historical institutionalism, analyze the main changes on the EU Presidency introduced by the Treaty of Lisbon in foreign affairs issues; analyze EU Presidency by Lithuania and Italy focusing on countries cooperation with the EU High Representative. It was concluded that EU High Representative doesn’t reduce the possibilities of the EU Presidency to react to the security challenges in the foreign policy.
