Maģistra darba tēma ir „Enerģētikas tirgus liberalizācijas procesu salīdzinājums Baltijas valstīs starptautiskās socializācijas kontekstā”. Eiropas Savienības likumdošana ir saistīta visām tās dalībvalstīm, tai skaitā arī Baltijas valstīm, kuras ES iestājās vienlaicīgi. Taču enerģētikas tirgus liberalizācijas procesu tendences Lietuvā, Latvijā un Igaunijā norāda uz atšķirīgiem izmaiņu līmeņiem ES saistošo normu pielāgošanas aspektā. ES rīcībā ir dažādi socializācijas mehānismi, kas ir spējīgi veicināt valstīs pārmaiņas. Taču enerģētikas tirgus liberalizācijas gadījums parāda, ka ar šiem mehānismiem vien nepietiek.
Tāpēc maģistra darba mērķis ir izpētīt ES socializācijas mehānismu iespējas veicināt iekšpolitiskās izmaiņas (normu pārņemšanu) Baltijas valstīs, enerģētikas tirgus liberalizācijas kontekstā.
Pētījuma gaitā darbā izvirzītā hipotēze apstiprinājās, atklājot, ka pat likumos nostiprinātās normas, kuru neievērošana paredz sankcijas, nav pietiekams iemesls valstīm atteikties no savām nacionālajām interesēm. The theme of the Master thesis is “The comparison of the energy market liberalization process in Baltic states in the context of international socialization”. The European Legislation is applied to all its member states, including the Baltic States, which joined the EU all at the same time. However, the trends of liberalisation processes in Lithuania, Latvia and Estonia indicate a different level of adopting the EU binding rates. The EU has various socialisation mechanisms at its disposal which could promote changes in the member states. However, the case of the liberalisation of the energy market proves that these mechanisms are not sufficient.
For this reason the goal of this Master theses is to research the possibilities of socialisation mechanisms to promote changes in internal policies (adoption of binding rates) in the Baltic States in the context of liberalisation of the energy market.
While conducting the research the hypothesis had been proved, revealing that having norms that are part of the legislation and whose non-compliance is followed by penalties is not enough for countries to abandon their national interests.
