Demokrātiskā valstī komunikācija starp valdību un sabiedrību ir svarīgs priekšnoteikums tās attīstībai. Komunikācijas veidotājiem ir jāizvēlas iedzīvotājiem atbilstošākās komunikācijas formas, lai veidotos sadarbība starp valdību un tās iedzīvotājiem, kā arī jāapzinās, ka komunikācija vairs nevar būt tikai - informējoša, tai jābūt dialoga rosinošai.
Sabiedrības līdzdalības plānošana, koordinēšana un īstenošana ir neatņemama komunikācijas politikas veidošanas sastāvdaļa. Iedzīvotājiem savlaicīgi jāskaidro un jāiesaista visos politikas dokumentu plānošanas izstrādes posmos.
Maģistra darba mērķis ir izpētīt esošo Valsts kancelejas valdības komunikācijas politiku un izstrādāt priekšlikumus tās pilnveidošanai. Lai sasniegtu maģistra darbā izvirzīto mērķi, maģistra darbs strukturēts četrās nodaļās.
Galvenais rezultāts, kas izriet no ekspertu un fokusa grupas diskusiju atbildēm ir tas, ka
komunikācijas nozīmes palielināšana un kapacitātes stiprināšana valsts pārvaldē, ir atkarīga no politisko amatpersonu vēlmes. Valsts pārvaldē nav vienotas izpratnes un mērķtiecīgas darbības spēcīgas komunikācijas veidošanā, jo nav izstrādāts stratēģisks dokuments par valdības komunikācijas attīstību ilgtermiņā. Successful communication between the government and society is a significant precondition for the development of the democratic country. It is necessary to decide which are the most appropriate communication forms to foster cooperation between the government and citizens; moreover, communication cannot be only informative, but it should be based on the principles of the promotion of the dialogue.
Planning, coordination and implementation of the public participation is an integral part of the overall communication policy. Citizens should be timely informed and involved in every stage of the policy document planning process.
The aim of the master thesis is to explore the existing governmental communication policy of the State Chancellery and to elaborate proposals for its improvement. In order to achieve the aim, the master thesis is structured in four chapters.
The main conclusion resulting from the discussion of experts and the focus group defines that ability to increase the role of communication and its capacity strengthening in the public administration depends on the determination of the political authorities. There is no joint understanding and goal-oriented action in the development of communication, as currently there is no strategic document elaborated which defines the long-term goals and development of communication of the government.
