The European Union has had formal relations with North Korea since 2001 in an attempt to open up the country economically and improve its domestic conditions. However the relations have not developed in a positive manner, the main cause being the nuclear program conducted by North Korea. More recently North Korea has experienced a leadership change within the family dictatorship and the question is whether it has affected the relations between the EU and North Korea. The main aim of the work is to identify the nature of the relations between the EU and North Korea during two different periods (the rule of Kim Jong-Il and Kim Jong-Un) and to understand whether they have changed. The hypothesis states that due to the leadership change, the relations have been redefined between the two. The study concludes that North Korea has not made significant alterations to its foreign or domestic policies, though it has taken steps forward in economic development. The conclusion is that the relations between the EU and North Korea have not only shifted, but in fact deteriorated.
