Ekoloģisko principu un sociālo interešu integrācija meža apsaimniekošanas plānošanā

Mežs ir Latvijā nozīmīgs dabas resurss, kura apsaimniekošana mēdz izraisīt konfliktus starp apsaimniekotāju, pašvaldībām, sabiedrību un dabas aizsardzības organizācijām. Maģistra darbā pētīta un novērtēta sociālo interešu un ekoloģisko principu integrācija meža apsaimniekošanas plānošanā Ķeguma novadā. Darbā izvirzīti priekšlikumi meža apsaimniekošanas plānošanas sistēmas uzlabošanai un sasaistei ar telpiskās attīstības plānošanas procesu.
Lai izvairītos no konfliktiem un sabalansētu dažādu ieinteresēto personu intereses, autore iesaka meža apsaimniekošanu stratēģiskajā, taktiskajā un operatīvajā līmenī plānot telpiski, kā arī pašvaldībām izstrādāt meža tematisko plānojumu. Esošie meža apsaimniekošanas plānošanas dokumenti aptver tikai 5 gadu periodu, būtu jāizstrādā stratēģija 50 gadu periodam, bet taktiskais plāns 15-20 gadu periodam. Forest is an important natural resource in Latvia. Forest management can cause conflicts between forest manager, municipalities, society and environmental protection organisations. Integration of social interests and ecological principles in forest management in Ķegums municipality is studied and evaluated. There are proposals for forest management improvement and linkage with spatial development planning process.
In order to avoid conflicts and balance different stakehholder interests, strategic, tactic and operative planning should be spatial-. Also forest thematic plan is recommended. Current JSC “Latvias state forests” forest management plans are developed with planning period of 5 years. In future strategy with period of 50 years and tactic plan with period of 15-20 should be developed.
