Attīstības palīdzība kā donora valsts drošības stratēģijas instruments

Abstract

Maģistra darba mērķis ir pierādīt, ka attīstības palīdzībai ir jābūt balstītai saņēmēju vajadzībās, nevis donoru drošības interesēs. Darba problemātika ir saistīta ar donora drošības interešu dominanci pār attīstības palīdzību, kas nosaka, ka attīstības palīdzība ir nevienlīdzīga, bīstama un nav ilgtspējīga. Pētījumā aplūkotas drošības un attīstības konceptu savstarpējās attiecības un to attīstība no tradicionālās pieejas līdz cilvēkdrošības un tautas attīstības pieejām. Darbā arī analizēta attīstības palīdzības sadale starptautiskā līmenī, kas pierāda attīstības palīdzība ir nevienlīdzīga, kā arī divi gadījumi: ASV attīstības palīdzība Afganistānai un ES attīstības palīdzība palestīniešu apdzīvotajām teritorijām, pierādot, ka attīstības palīdzība, kas balstīta donoru drošības interesēs ir bīstama un nav ilgtspējīga.

The objective of this master’s thesis is to prove that development aid is to be based in the needs of the recepients not the security interests of the donor. The main issue outlined in the reaserch is that development aid that is dominated by the donor’s interests is unequal, dangerous and is not sustainable. The theoretical base of this reaserch underlies the relationship between development and security concepts and their evolution from trdaitional approach to human security and human development approaches. This paper gives an analysis on the flows of intenational development aid in order to prove the inequality aspect of such development aid as well as two case studies: USA development aid to Afghanistan and the EU aid to Gaza Strip and West Bank in order to prove that aid based on donor’s interests is dangerous and not sustainable.
