Valsts atbalsta aizliegums lauksaimniecībai Eiropas Savienībā.

Abstract

Maģistra darba tēma ir par valsts atbalsta aizliegumu lauksaimniecības nozarei Eiropas Savienībā. Autore izvēlējās šādu tēmu, jo valsts atbalsta regulējums Eiropas Savienībā ir viens no nozīmīgākajiem faktoriem vienotā tirgus izveidē un straujā paplašināšanās ir radījusi izaicinājumus šo noteikumu ievērošanā. Lauksaimniecības nozare Eiropas Savienībā ir nozīmīga ne tikai ekonomisko, bet arī sociālo apsvērumu dēļ, un valsts iejaukšanās tajā ir balstīta uz šīs nozares īpatnībām - pastāvīgas tirgus nestabilitātes. Valsts atbalsta jomā uz lauksaimniecības nozari attiecas vairāki izņēmumi un speciāls regulējums. Maģistra darba mērķis ir izvērtēt, vai ES valsts atbalsta regulējums lauksaimniecības nozarē ir efektīvs, novēršot dalībvalstu iespējamos pārkāpumus. Maģistra darba rezultātā tika izdarīti secinājumi par valsts atbalsta lauksaimniecības nozarē regulējuma un procesuālo darbību efektivitāti un doti ieteikumi to uzlabošanai.

The topic of the master’s thesis is prohibition of state aid for the agricultural sector in the European Union. The reason for choosing this particular topic was the fact the state aid framework in the EU is one of the most important factors in creating a single market and its rapid expansion has created challenges to compliance with these rules. The agricultural sector in the European Union is important not only for economic but also for social reasons, and state interference is based on specific characteristics of this sector - permanent market instability. State aid in the agricultural sector has a number of exceptions and special regulation. The goal of the study is to assess whether the EU state aid rules in the agricultural sector is effective in preventing possible violations of the Member States. Master's work resulted in the drawing of conclusions on State aid in the agricultural sector regulatory and procedural efficiency and in recommendations for improvement.
