Veicinošie un ierobežojošie faktori mazajiem alkoholisko dzērienu ražotājiem Latvijā

Abstract

Āboli ir Latvijā visplašāk audzētie augļi, kas galvenokārt tiek realizēti svaigā veidā, taču daudzviet pasaulē no tiem gatavo sidru. Pēdējo gadu laikā arī Latvijā pieaudzis vietējo sidrdaru skaits. Sidra ražošanu Latvijā veicina lielā ābolu raža un šķirņu daudzveidība, tomēr nepilnības tiesiskajā regulējumā šīs nozares attīstību kavē. Šī darba mērķis ir datu un informācijas analīze, lai noskaidrotu nozares attīstību kavējošus faktorus un piedāvātu izmaiņas LR tiesiskajā regulējumā. Mērķa sasniegšanai izvirzīti trīs uzdevumi - tiesiskā regulējuma izpēte, sidra ražošanas teorijas un tirgus datu izpēte un pētījums - tirgus datu apkopojumu, finanšu analīze trim sidra ražotājiem un šo ražotāju anketēšanu. Apkopotā informācija liecina, ka nozares attīstību kavē augstā akzīces nodokļa likme. Tā jāsamazina no vietējiem āboliem ražotam sidram.

Apples are the most widely grown fruit in Latvia and it is mostly sold fresh, but in many places around the world they are used to make cider. During recent years local cider makers have started to grow in numbers. Large numbers of apple varieties along with generous harvest are among the encouraging factors for cider making in Latvia, but certain shortcomings in law are limiting growth in this sector. The aim of this paper is analysis of data and information to draw out specific encouraging and limting factors for the sector and to offer specific legal changes that would provide boost to local cider making. There are three tasks to achive the aim – research of the local law, cider making theory and market data analysis as well as research of the market data, financial analysis of three local cider makers and questionnaires for these three companies. Gathered information shows that the main limiting factor for rapid expansion of the sector is duty tax. It should be lowered for cider, which is made out of local apples.
