Ideālās birokrātijas modeļa elementi Latvijas Republikas valsts civildienestā

Abstract

Bakalaura darba “Ideālās birokrātijas modeļa elementi Latvijas Republikas valsts civildienestā” mērķis ir izpētīt, vai Maksa Vēbera ideālās birokrātijas elementi pastāv Latvijas Republikas valsts civildienesta sistēmā. Temata izpētes gaitā cita starpā tiek analizēta valsts civildienesta attīstība Latvijā un pētīts, vai plānotās Latvijas Republikas valsts civildienesta reformas tuvinās ideālai birokrātijai vai attālinās no tās. Valsts civildienesta birokrātiskie elementi Latvijas Republikas tiesību sistēmā ir valsts civildienesta organizatoriskā struktūra, nosacījumi valsts civildienesta ierēdņa statusa iegūšanai, ierēdņa pienākumi, tiesības un garantijas, kā arī nosacījumi ierēdņa amatā strādājošajiem. Civildienesta reformu tendences būtībā attiecas uz birokrātiskā aparāta pārstrukturēšanu. M.Vēbera ideālās birokrātijas modeļa kontekstā civildienesta reformas var vērtēt attiecībā pret katru šī modeļa pazīmi ierobežotā tvērumā. Virzība uz sabiedrības pieprasījumam atbilstošu ideālās birokrātijas modeli, nemainot valsts pārvaldes institucionālo struktūru, vērtējama kā formāla.

The aim of the present Bachelor thesis “The Elements of the Ideal Bureaucracy Model in the Civil Service of the Republic of Latvia” is to investigate whether the elements of Max Weber’s ideal bureaucracy exists in the system of the civil service of the Republic of Latvia. Among other things, the development of the civil service of the Republic of Latvia was investigated and it was researched whether the planned reforms of the civil service of the Republic of Latvia are approaching to or moving away from the ideal bureaucracy. There exist the following bureaucratic elements of civil service in the legal system of Republic of Latvia – organizational structure of civil service, conditions of a civil servant status, official duties, rights and guarantees and working conditions of officials as well. In their core, the tendencies of the reforms of the civil service refer to the restructuring of the bureaucratic apparatus. In the context of the M. Weber’s ideal bureaucracy model the reforms of the civil service can be evaluated in the relation to each feature of his model in a restrained context. The movement towards the bureaucratic model that corresponds to the demand of the society without changing the institutional structure of the public administration can be evaluated as formal.
