Publisko iepirkumu nodrošināšanas problēmas un risinājumi Latvijā

Abstract

Latvijas sabiedrība diez gan skarbi vērtē publisko iepirkumu jomu, tiek uzskatīts, ka šī sfēra saistās ar korupciju un savtīgo labumu. Piedāvājumu vērtēšanas posma laika pasūtītājiem ir jāsamierinās, ka piedāvājumu izvērtēšana var tikt apšaubīta, un pretendentiem jāvērš uzmanība, lai šajā posmā netiktu pieļautas darbības, kas būtu balstītas uz konkurences sašaurināšanu. Šajā bakalaura darbā tiek izpētītas problēmas, kas saistās ar iepirkumu piedāvājumu izvēles kritērijiem un pretendentu piedāvājumu izvērtēšanu, ņemot vērā izraudzītos kritērijus. Tiek norādīts uz praksē sastopamajām problēmām, izvērtēti problēmu veidošanās cēloņi un piedāvāti priekšlikumus problēmu risināšanai.

The Latvian society judges the field of public procurement quite harshly, it is commonly thought that this department is closely connected with corruption and selfish agenda. The proposal evaluation period customers have to accept, that the integrity of evaluation can be questioned, and the participants are advised to pay attention to customers and contracting activities in the evaluation phase if any actions are motivated to palter and diminish the competition. This bachelor’s thesis is mainly based on investigating problems connected with procurement tender selection criteria and the evaluation of participant’s proposal, considering this distinct criteria. Focusing on the problems commonly encountered in practice, appraised the cause of complications and forming of ideas and proposals for solving these problems.
