Gulbenes novada pašvaldības budžeta analīze

Abstract

Bakalaura darba tēma ir Gulbenes novada pašvaldības budžeta analīze, jo no mazajām pašvaldībām cilvēki brauc strādāt un dzīvot uz lielākām pašvaldībām. Iedzīvotājiem aizbraucot no pašvaldībām, samazinās pašvaldības ienākumi. Darba mērķis ir, pamatojoties uz pieejamās datu analīzes pamata, izpētīt Gulbenes novada pašvaldības budžetu, izstrādāt priekšlikumus pašvaldības budžeta veidošanai un finanšu iespēju piesaistīšanai. Šis pamatojums nosaka arī darba struktūru. Bakalaura darba uzdevumi ir iepazīstināt ar pašvaldības tiesisko un teorētisko bāzi, analizēt ieņēmumus un izdevumus, izpētīt finanšu iespējas pašvaldībā un izdarīt secinājumus, izdomāt priekšlikumus par budžeta veidošanos un finanšu iespējām pašvaldībā. Darbu veido 60.lpp un tas sastāv no 3 nodaļām. Darbā iekļauti 27 attēli un 5 tabulas. Atslēgvārdi: pašvaldība, budžets, ieņēmumi, izdevumi.

The bachelor’s graduation work theme is Gulbenes municipality budget analysis. The work theme was selected because of the smaller municipalities people come to work and live in the larger municipalities. Leaving residents of municipalities will reduce municipal income. The purpose of the selected work theme is to analyse the publicly available data figures that displays Gulbenes government budget and then develop budgeting proposals in order to attract finance investments. The structure of the work theme is made up of the budget analysis and proposals. The objectives of the bachelor's work are to familiarise with local legal and theoretical framework, to analyse income and expenses, to explore financing options and the municipality of inference and to draw up proposals for budget and finance facilities from the government budget data. The work consists of 60 pages and is composed of three chapters. The paper contains 27 images and 5 graphs. Key words: municipality, budget, government revenue, expenditure.
