Patvēruma meklētāju krīzes Eiropas Savienībā tiesiskās sekas un to ietekme uz Latvijas Republiku

Abstract

Šajā bakalaura darbā ir aplūkoti problēmjautājumi, kas pastāv Eiropas Savienībā patvēruma sniegšanas jomā, pārvietoto personu masveida pieplūduma gadījumā. Lai atrisinātu krīzi Eiropas Savienības valstīm ir jārīkojas solidāri. Lai tas būtu iespējams, nepieciešams skaidri izprast tiesisko regulējumu šajā jomā. Bakalaura darba mērķis ir izpētīt esošo patvēruma tiesību regulējumu Eiropas tiesību aktos un kas tajā ir mainījies pēc migrantu krīzes sākuma 2015.gadā, noskaidrot, kādas saistības ir jāuzņemas Latvijas Republikai šajā jautājumā. Darbs sastāv no četrām nodaļām, kurās secīgi aplūkots bēgļa jēdziens, patvēruma tiesības un to attīstība, Dublinas regula un pagaidu aizsardzība, kā arī pasākumi, kuri nepieciešami, lai līdzsvarotu dalībvalstu pūliņus, sniedzot patvērumu.

This bachelor thesis deals with issues that exist in the European Union in the field of asylum, in the event of a mass influx of displaced persons. To solve the crisis in the European Union all member states should act unitedly. To realise the action plan, it is necessary to clearly understand the legal framework in the field of asylum in the European Union. The aim of this bachelor thesis is to explore the current legal framework of asylum law in European Union and how the law has evolved since the beginning of the asylum crisis in 2015 and how it impacts Latvia on this matter. This bachelor thesis consists of four chapters that consequently deals with the definition of refugee, the concept of asylum rights and the development of Dublin regulation and temporary protection, as well as the measures needed to balance the burden sharing of migration crisis between the member states of European Union.
