Poligrāfa ekspertīzes noteikšanas un izvērtēšanas pamataspekti kriminālistikā

Abstract

Cilvēki melo samērā bieži, un reizēm to dara situācijās, kad viņu teiktais ietekmē citu cilvēku intereses. Šādās situācijās ir svarīgi noteikt, kad cilvēks melo un kad saka patiesību. Ierīci, ar kuru var noteikt, kad cilvēks melo, sauc par poligrāfu, kas tautā tiek saukts arī par “melu detektoru”. Bakalaura darba mērķis ir izzināt poligrāfa rašanās vēsturi Latvijā un ārvalstīs, poligrāfa ekspertīzes noteikšanas un izvērtēšanas pamataspektus, kā arī poligrāfa ekspertīzes kā pierādījuma ticamību un pieļaujamību tiesā. Pētījuma rezultātā autore noskaidro, ka valstīm ir dažāda pieeja poligrāfa lietošanā, Latvijā nav pieļaujams tikai uz poligrāfa ekspertīzi balstīt spriedumu. Ka arī Latvijā atsevišķās jomās saistībā ar poligrāfa pārbaudēm pietrūkst attiecīga regulējuma.

People lie frequently and sometimes they do so in very responsible situations where their word the interest of other people. In such situations it’s important to detect whether the subject is lying or telling the truth. The device that can detect when the subject lies is called the polygraph which is better known in public as “lie detector”. In this research You will find the history of lie detector in Latvia and in other countries I have analyzed the basic principles of lie detection and the validity of polygraph examination as a form of evidence in court. In the result of research author concludes that different countries have different points of view about the polygraph examination. In Latvia polygraph examination is not admissible as only evidence in court. Also I think there are problems with the regulations of certain actions of polygraph examination here in Latvia.
