Valsts valoda kā vērtība mūsdienu Latvijā

Abstract

Bakalaura darbs ir veidots ar mērķi analizēt jēdziena “latviešu valoda” saturu un nozīmīgumu. Autore darbā aplūko tiesību literatūrā paustos viedokļus par vērtībām un latviešu valodu, kā valsts valodu un abu šo jēdzienu saturu un nozīmi, kā arī latviešu valodas normatīvā regulējuma attīstību. Lai sasniegtu bakalaura darba mērķi tika veikta padziļināta juridiskās literatūras, normatīvo aktu, nacionālo un pārnacionālo tiesu prakse, kā arī Satversmes sapulces un Saeimas stenogrammu izpēte. Darba autore galvenokārt secināja, ka latviešu valoda ir konstitucionāla līmeņa vērtība. Latviešu valodas kā valsts valodas statuss ir nostiprinājies līdz ar Latvijas proklamēšanu. Darba autore arī secina, ka latgaliešu dialekts, kā latviešu valodas paveids ir daļa no latviešu valodas, līdz ar to Augstākās tiesas administratīvo lietu departamenta lēmums ir nepamatos, atzīstot latgaliešu rakstu valodā sastādītu dokumentu par sastādītu svešvalodā.

Bachelor's work is designed with the aim to analyze the concept of "Latvian language" its content and significance. The author studies the legal literature and analyses different opinions about the value of Latvian language as the official language as well as concept and importance of Latvian language. The author points out the development of normative regulations of Latvian language. To achieve the goal of the work the author made depth study of legal literature. Laws and regulations, national and supranational jurisprudence, as well as the transcripts of meetings of the Constitutional Assembly and the Saeima were studied. The author concluded that the Latvian language is a constitutional level value. The state language status of Latvian language had been strengthened by the time of Latvia proclamation. The author concludes that the Latgalian dialect as a form of the Latvian language is a part of the Latvian language. Therefore, the Supreme Court of Administrative Affairs Department decision to admit the document written in Latgalian language as a document made in foreign language is unfounded.
