Sociālais darbs ar senioriem lauku reģionos - attīstības perspektīva

Maģistra darba mērķis ir pētīt situāciju Latvijas pašvaldībās sociālā darba ar senioriem jomā. Maģistra darba dominējošā ievirze ir nevis noskaidrot kvantitatīvus rādītājus par sociālā darba pakalpojuma saņēmēju skaitu, bet gan skaidrot, kāda ir attieksme un kopīgais redzējums – vai seniori ir svarīga mērķa grupa sociālajā darbā, vai pašvaldība aktīvi plāno, kā pilnveidot darbu ar to, un domā par nākotni, kad senioru tajās būs vairāk nekā darbspējīgo un bērnu. Pētījuma teorētiskā bāze balstās divos fundamentālos sociālā darba teoriju virzienos – spēka perspektīvā un ekoloģiskās sistēmas teorijā –, turklāt ne tikai sociālā darba perspektīvā, bet arī attiecībā uz sociālā darba jomu un pašvaldības resursiem kopumā. Darbā izmantotas kvalitatīvā pētījuma metodes, pārsvarā strukturētās intervijas, novērojumi un normatīvu analīze. Pētījuma rezultāti apstiprina, ka, lai arī demogrāfiskā situācija jau šobrīd ir tendēta uz strauju senioru skaita pieaugumu attiecībā pret kopējo iedzīvotāju skaitu, tomēr sociālais darbs ar senioriem vai pat domas par to, ka tā varētu būt viena no pašvaldību nākotnes prioritātēm, pašvaldību apziņā vēl nav nostiprinājusies. The aim of the Master Thesis is to study the situation in the field of social work with senior people in Latvia local governments. The main direction of the Master Thesis is not to find out the quantitative indicators about the number of social work service receivers, but to explain the attitude and common vision – whether seniors are a significant target group in social work, whether a local government actively plans how to improve work with this group and thinks about the future when there will be more senior people than able-bodied ones and children. The theoretical basis of the research grounds on two directions of the social work theory –the strengths perspective and ecological system theory. The qualitative research methods are applied in the Thesis: mostly structured interviews, observations and regulation analysis. The research results confirm that, although the demographic situation already now has a tendency for the number of senior people to increase rapidly in relation to the total number of inhabitants, however, social work with senior people or even the idea that it could be one of the future priorities of the local governments has not set in the local government employee mind yet.
