Drošības dilemma ASV-Krievijas starpā 2008.-2016.

Abstract

Laika periodā no 2008. gada līdz 2016. gadam ASV un Krievijas attiecības ir piedzīvojušas būtiskus izaicinājumus. Vairāku autoru darbos ir sastopami viedokļi par drošības dilemmas atdzimšanu ASV un Krievijas starpā. Darba teorētiskajā daļā tiek apskatīts drošības dilemmas teorētiskais ietvars, drošības dilemmas konstatēšanai un izvērtēšanai. Darba empīriskajā daļā pēc šī ietvara tiek izvērtētas izmaiņas drošības dilemma ASV un Krievijas starpā darba hronoloģiskā ietvara periodā, Gruzijas kara, “Restartēšanas”politikas un Ukrainas konflikta kontekstā. Darba mērķis ir apskatīt drošības dilemmas izmaiņas ASV un Krievijas starpā no 2008. gada 8. augusta līdz 2016. gada aprīlim. Darba hipotēze ir: ASV un Krievijas ssavstarpējās attiecībās, drošības dilemma aktīvāk izpaužas no Krievijas puses.

In the time frame between 2008. and 2016. US and Russian relations have met with different challenges. Many authors have mentioned the return of a security dilemma between the two countries. In the theoretical part of the paper the author explores the theoretical concept of the security dilemma, how to detect and study it. In the empirical part of the analysis, the author tries to look at the changes in security dilemma between US and Russia in the time frame of the paper and in the context of the Georgian war, the „Reset” and the Ukraine crisis. The goal of the study is to look at the changes in the security dilemma between US and Russia from August of 2008 to Aplil of 2016. The hypothesis: In the relations between US and Russia, Russia is the one showing the most signs of a security dilemma.
