Satversmes 26.pants nosaka, ka Saeimai jāieceļ noteiktiem gadījumiem parlamentāriskas izmeklēšanas komisijas, ja to pieprasa ne mazāk kā viena trešā daļa Saeimas locekļu. Maģistra darbā analizēts parlamentārās izmeklēšanas komisijas institūts Latvijā un citās Eiropas valstīs. Parlamenta tiesības izveidot parlamentārās izmeklēšanas komisiju ir plaši izplatītas Eiropā, tomēr atšķiras komisiju izveidošanas kārtība un pilnvaras. Lielāka atšķirība, kas ietekmē tālāko parlamentārās izmeklēšanas procesu, ir apstāklis, vai parlamenta kvalificētajam mazākumam ir tiesības pieprasīt parlamentārās izmeklēšanas komisijas iecelšanu. No iepriekšminētā apstākļa izriet vai komisijas lielākoties ir parlamenta opozīcijas vai koalīcijas veidotas. Analizējot parlamentārās izmeklēšanas komisiju institūtu Latvijā, citās Eiropas valstīs un Eiropas Parlamentā, autore norādījusi uz iespējamajiem trūkumiem normatīvajos aktos un piedāvājusi priekšlikumus identificēto trūkumu novēršanai. Maģistra darbā apkopota parlamentārās izmeklēšanas komisiju prakse Latvijā un autore piedāvājusi parlamentārās izmeklēšanas komisiju praksi iedalīt trīs posmos, pamatojoties uz veiktajām izmaiņām normatīvajos aktos, kas skar parlamentārās izmeklēšanas komisiju darbību. Article 26 of the Constitution of the Republic of Latvia stipulates – the Saeima shall appoint parliamentary investigatory committees for specified matters if no less than one-third of its members request it. The master’s thesis analyzes institute of parliamentary committees of inquiry in Latvia, in other European countries and in European Parliament. The right of parliament to set up a committee of inquiry is widely spread around Europe. However the establishment and the powers of a committee differs. The main difference, that affects the further process of parliamentary investigation, is the fact whether the law stipulates the right of qualified minority to set up a committee of inquiry. The above determines whether the committees of inquiry are usually formed by parliament’s coalition or opposition. By analyzing the institute of parliamentary committees of inquiry in Latvia and in other European countries, the author specified the possible lacks in the laws and procedures and proposed suggestions in order to improve the regulatory framework. The master’s thesis sums up the practice of parliamentary committees of inquiry in Latvia. And the author proposes to divide the practice of parliamentary committees of inquiry into three stages on the basis of changes that have been made in legal framework regards to committees of inquiry.
