Preses brīvības ierobežošanas tiesiskie aspekti hibrīdkara apstākļos

Abstract

Maģistra darba tēma ir „Preses brīvības ierobežošanas tiesiskie aspekti hibrīdkara apstākļos”. Darbs sastāv no ievada, divām nodaļām ar apakšnodaļām un kopsavilkuma. Ievadā pamatota tēmas aktualitāte, izvirzīta hipotēze un noteiktas pētīšanas robežas. Pirmajā nodaļā analizēti plašsaziņas līdzekļa jēdziens, preses brīvības jēdziens un tās robežas, dots hibrīdkara jēdziena un būtības skaidrojums. Otrā nodaļa veltīta preses brīvības ierobežošanas tiesisko aspektu analīzei, savukārt darba kopsavilkumā apkopoti secinājumi par konstatētajām problēmām un normatīvās bāzes nepilnībām un izvirzīti priekšlikumi to risināšanai. Maģistra darbā izmantoti Latvijas un ārvalstu autoru zinātniskie darbi jurisprudencē un valodniecībā, Eiropas Savienības un Latvijas normatīvi tiesiskā bāze, likumprojekti un to anotācijas, informatīvie un statistikas dati un tiesu prakses materiāli.

The topic of the Master thesis is “Legal restrictive aspects on freedom of press in time of hybrid war”. Following work consists of introduction part, two chapters with sub chapters and conclusion part. Introduction part deals with relevance of the topic nowadays, hypothesis of the work and scope of the research itself. First chapter focuses on analysis of mass media, freedom of press and its boundaries, in addition definition and explanation of hybrid war is provided. Second chapter deals with analysis of legal restrictive aspects on freedom of press, whereas, conclusion part gives summarized inferences to established issues and imperfections of legislative acts and proposes their solutions. Sources used in this Master Thesis are as follow –scientific works in jurisprudence and linguistics of authors from Latvia and foreign countries, legislative acts of European Union and Latvia, legislative acts and comments on them, informative and statistical data and materials on case law.
