Valsts prezidenta kreatīvā funkcija

Abstract

Bakalaura darba “Valsts prezidents kreatīvā funkcija” mērķis ir aplūkot vairāku republiku konstitūcijās ietvertās Valsts prezidenta funkcijas, koncentrējoties vairāk uz kreatīvās funkcijas apjomu, kā arī nedaudz aplūkot piedāvātās Latvijas Valsts prezidenta kreatīvās funkcijas palielināšanas iespējas. Prezidentālās republikās Valsts prezidentam tiek piešķirts vislielākais kreatīvo funkciju apjoms. Pusprezidentālās republikās kreatīvās funkcijas bieži vien Valsts prezidentam jārealizē kopā ar kādu valsts varas orgānu. Lielākajā daļā parlamentāro republiku Valsts prezidentam ir tikai reprezentatīvā funkcija un kreatīvā funkcija ir ļoti ierobežota, jo tā ir jārealizē saskaņā ar kāda valsts varas orgāna vai amatpersonas noteikto.

The Bachelors thesis’ “The Presidents creative function” main goal is to view the creative functions of the President in the Constitutions of several republics, focusing more on the amount of creative functions listed and to take a small look into how a few people have purposed to increase the president’s creative functions in Latvia. In presidential republics, the President has the greatest amount of power regarding to the creative functions. In semi-presidential republics, the President often has to utilize the creative function together with an organ of state power. In most parliamentary republics, the President has only the representative function and the creative function is very limited, because it has to be exercised in accordance with the state organs or officials.
