Abstract

Darba tēma ir “Politisko partiju finansēšana Latvijā laika posmā no 8.-12.Saeimai”. Pirmsvēlēšanu laikā politisko partiju aktivitātes pieaug un aktualizējas jautājums par finanšu resursu piesaisti un to izlietojumu. Darba mērķis ir izanalizēt politisko partiju finansēšanas sistēmu, normatīvos regulējumus un veiktās izmaiņas, finanšu resursu ietekmi uz vēlēšanu rezultātiem. Darbā izvirzīta hipotēze - izmaiņas normatīvajā regulējumā attiecība uz politisko partiju finansēšanu un finansējuma izlietojuma kontroli veicinājušas partiju finanšu caurskatāmību. Veiktās izmaiņas mazinājušas finanšu resursu ietekmi uz vēlēšanu rezultātiem. Darbā secināts, ka grozījumi normatīvos aktos veicinājuši stingrāku partiju finanšu kontroli, ziedojumu ierobežojumus un to likumību, caurskatāmākus vēlēšanu ieņēmumus un izdevumus.

Thesis is “The Latvian political party funding system in the period from 8th till 12th Parliament”. During the pre-election period the political party activity increases raising the issue of attracting resources and their use. Aim is to analyse the political party funding system, regulatory framework and amendments thereof, impact of financial resources on the outcome of elections. Hypothesis is put forward – amendments to the regulatory framework relating to the political party funding and the control of the use of funding facilitated the transparency of funding and decreased the impact of financial resources on the outcome of elections. Conclusion is drawn up that the amendments to the laws enhanced tighter control of party funding, limited donations and their legality, and more transparent income and expenses of elections.
