Transfertcenas ir viens no šobrīd aktuālākajiem problēmjautājumiem starptautisko nodokļu jomā. Gan tīši, gan neapzināti nepareizi noteiktu transfertcenu dēļ valstis var zaudēt ievērojamus finanšu līdzekļus nenomaksāto nodokļu veidā. Šī problēma preventīvi risināma ar sakārtotu transfertcenu jautājumu regulējumu normatīvajos aktos, tādēļ maģistra darba mērķis ir “uz transfertcenu normatīvā regulējuma izpētes pamata identificēt nozīmīgākās transfertcenu regulējuma problēmas un izstrādāt priekšlikumus tā pilnveidošanai LR normatīvajos aktos”. Lai sasniegtu izvirzīto mērķi, autore apkopoja ar transfertcenām saistīto jēdzienu definīcijas, pētīja transfertcenu regulējumu LR normatīvajos aktos un ESAO dokumentos, analizēja tiesu spriedumus transfertcenu jautājumos. Darba gaitā autore konstatēja, ka pašreizējā Latvijas transfertcenu regulējumā pastāv nepilnības un izstrādāja priekšlikumus tā pilnveidošanai. Transfer pricing now lately has become one of the actual challenges for international taxes. Due to intentionally or unintentionally counted transfer price states may lose a huge amount of financial resources at uncollected tax form. This problem can be preventively solved with orderly prescriptive regulation of transfer prices. Therefore the aim of the Master’s Thesis is to identify the most significant transfer regulatory problems on the transfer pricing basic regulatory framework and to develop proposals for the improvement of laws and regulations of the Republic of Latvia. In order to achieve the aim, the author summed up the definitions, studied the transfer pricing regulation in normative acts of the Republic of Latvia and the OECD documents, analysed the judgments on transfer pricing issues. Within the research author discovered that there are some gaps in Latvia’s current transfer pricing regulation and developed proposals for its improvement.
