Preferenču izvēles mehānismu ietekme un vēlēšanu sistēmas modelēšana

Abstract

Sabiedriskās izvēles teorijas problēmā par godīgākās un balsotāju preferencēm atbilstošākās sociālās izvēles funkcijas meklējumiem, ir radušies vairāki lēmuma pieņemšanas mehānismi. Vēlēšanas ir plašākais process, kur var izmantot šādus mehānismus. Tomēr, neskatoties uz pasaulē novērojamo vēlēšanu sistēmu daudzveidība, Latvijas Republikā vēlētājs ir limitēts ar tikai vienu balsi par vienu partiju. Darba mērķis ir izpētīt dažādus potenciālos vēlēšanu modeļus, kuros tiek noteikta iespēja atzīmēt vairāk par vēlētāja pirmo izvēli. Tiek izpētīti pieci modeļi. Pētījuma ietvarā tiek noskaidrots, ka šādi modeļi dotu nozīmīgi atšķirīgus rezultātus. Tiek secināts, ka 5 % barjeru pārvarētu vairāk partiju un parlaments būtu vienmērīgāks, bet visatšķirīgākos rezultātus dotu klasiskā Borda skaita metode.

In the search of more fair, successful and suitable social choice function within the issue of public choice theory, a number of new decision making mechanisms have emerged. Elections is the most comprehensive process where one can use these mechanisms. Even though there is a wide range of voting systems worldwide, the voter in the Republic of Latvia is limited having only one vote for one party. Aim of the work is to analyse different voting models that include the voter’s option to have more votes than only the first choice. The author researched five models and results suggest - such models would bring significantly different outcomes. Conclusions are that with these models, more parties would clear the 5% barrier, thus parliament being more uniform.
