Plurilingvisma veicināšana kā viens no skolas uzdevumiem

Abstract

Viens no pamatnosacījumiem, lai atvieglotu piekļuvi darbam un izglītībai ir plurilingvisms jeb vairāku valodu zināšanas. Balstoties uz to, ka speciālistu nodarbinātība sekmē ekonomisko izaugsmi un sabiedrības dzīves līmeņa paaugstināšanos, viena no Eiropas Savienības prioritātēm ir daudzvalodības attīstīšana, tās saglabāšana un plurilingvisma veicināšana — efektīvākas svešvalodu mācības, to biežāka un padziļinātāka apguve. Visnozīmīgākā loma šī mērķa īstenošanā ir izglītības institūcijām — ne tikai formālās izglītības iestādēm, kuras izvēlas dažādas aktivitātes daudzvalodības sekmēšanai, bet arī nevalstiskajām organizācijām un valsts politiķiem, kuri nosaka kārtību, kādā tiek iegūta izglītība un īstenots mācību process. Maģistra darbā tiek pamatota svešvalodu mācīšanās aktualitāte, nepieciešamība atbalstīt un veicināt daudzvalodību – it īpaši plurilingvismu, tajā tiek aprakstīti dažādi pasākumi, kurus varētu veikt skolā, lai izpildītu Eiropas Savienības izvirzītos uzdevumus daudzvalodības un plurilingvisma sekmēšanā. Šī darba praktiskā novitāte ir izstrādātie ieteikumi Latvijas skolām daudzvalodības veicināšanai. Darbs sastāv no ievada, teorētiskās un empīriskās daļas. Ievadā tiek pamatota tēmas izvēle, formulēts darba mērķis, pētnieciskais jautājums, izvirzīti uzdevumi un aprakstīti darba etapi. Teorētiskajā daļā tiek izpētīts daudzvalodības jēdziens, sabiedrības attieksme pret daudzvalodību, norādīti plurilingvisma veicināšanas veidi, ar to saistītie mērķi, atspoguļota daudzvalodības situācija Latvijā un Igaunijā. Empīriskajā daļā iekļautas skolu kolektīvu un skolēnu aptaujas par plurilingvisma veicināšanu un tās attīstības iespējām skolā, intervijas ar ekspertiem valodu un izglītības jomā, to analīze un apraksts. Maģistra darba secinājumos tiek minēti svarīgākie darba aspekti, doti ieteikumi Latvijas skolu vadībai un kolektīvam plurilingvisma veicināšanā.

One of the basic conditions for facilitating the access to work and education is plurilingualism or the knowledge of a number of languages. Basing on the assumption that employment of professionals contributes to the economic growth and an increase of the standards of living of the society, one of European Union priorities is the development of multilingualism, its preservation and the promotion of plurilingualism — more effective and profound foreign language learning. The educational institutions have one of the most significant role in achieving this goal — not only formal education institutions which choose different activities for promoting multilingualism, but also non-governmental organisations and state politicians, who determine the procedure of obtaining and implementing education. The master's thesis gives an overview of foreign language learning actualities, introduces the need to support and promote multilingualism; plurilingualism in particular, as well as describes the various measures that could be used at school in order to fulfil the tasks of the European Union in promoting multilingualism and plurilingualism. The practical novelty of this Paper are the recommendations developed by the author of the Paper for the promotion of multilingualism in the Latvian schools. The Paper consists of the introductory part, theoretical and empirical parts. The introduction substantiates the choice of the topic, formulates the aim of the Paper and the research question, as well as lists the tasks and describes the stages of the Paper. In the theoretical part, the concept and the situation of multilingualism in Latvia and Estonia is investigated. There also are the related aims and ways of promoting plurilingualism explored. The empirical part includes the surveys filled by the school staff members and pupils on the promotion of plurilingualism and its development opportunities at school, as well as interviews with experts in the sphere of languages and education. The analysis and description of it is also given there. The main aspects of the work are included into the conclusion part of the master's thesis, as well as the recommendations for the management of the Latvian schools and the collective promotion of plurilingualism are given.
