Sabiedrības ietekme likumdošanas procesā

Abstract

Sabiedrība izmanto tās ietekmēšanas metodes instinktīvi, un tādēļ kļūst apgrūtināta sabiedrības ietekmēšanas metožu efektīva pielietošana likumdošanas procesos un to ietekmēšanā, kas arī apgrūtina Saeimas spēju veidot uz sabiedrības vēlmēm orientētu politiku. Darba mērķis ir noskaidrot un analizēt sabiedrības ietekmēšanas mehānismus un sabiedrības spēju tos pielietot, kā arī sekas, ja šādu ietekmi likumdevējs ignorē. Darba rezultāti norāda uz sabiedrības ietekmēšanas metožu hierarhiskās kārtības esamību un likumdevēju nespēju efektīvi nolasīt sabiedrības viedokli, kā arī to, ka sabiedrības uzticības rādītāji Saeimai atspoguļo sabiedrības uzskatus par likumdevēja pieņemtajiem lēmumiem un var tikt izmantoti, lai veidotu veiksmīgu plānveida politiku likumprojektu pieņemšanā.

The society utilises its influence mechanisms instinctively, thus it complicates effective utilization of the mechanisms in influencing and carrying out legislative processes, which makes it difficult for the parliament to create policies aimed towards fulfilling societies’ wishes. The aim of the thesis is to research and analyse society influence mechanisms and how the society utilises them, as well as the occurring consequences if the legislators ignore these affecting factors. The results of the research show the existence of hierarchical system of society influence methods and legislators’ inability to effectively read the opinions of society. Further it shows that society confidence indicators towards the parliament reflect public perception of the decisions made by legislators and can be utilized to create a successful systematic policy for the passage of draft laws.
