Mikroliegumi kā Eiropas nozīmes aizsargājamās dabas teritorijas (Natura 2000) sistēmas sastāvdaļa ir aktuāla tēma tieši mikroliegumu izveides, aizsardzības, kompensāciju un īpašuma tiesību ierobežojumu kontekstā. Tēmas aktualitāti pierāda arī tas, ka tieši šobrīd Latvijā noteikt dabas skaitīšana - biotopu apsekošanu Dabas aizsardzības pārvaldes uzdevumā veic eksperti, kuri dabā apseko teritoriju. Projekta mērķis ir bioloģiskās daudzveidības apzināšana un aizsardzība. Maģistra darba mērķis ir uzzināt mikroliegumu jēdziena saturu, mikrolieguma izveides kārtību, uzzināt, kādi ir nosacījumi, lai saņemtu kompensāciju par saimnieciskās darbības un īpašuma tiesību ierobežošanu, kā arī, analizēt mikroliegumus saistībā ar Natura 2000 tīklu, kas tiek veidots vienots visā Eiropas Savienības teritorijā ar mērķi saglabāt bioloģisko daudzveidību. Autore darbā izvirzīja sev uzdevumus – izzināt pieejamo literatūru latviešu valodā un ārzemju literatūru, rast problēmu risinājumus tiesu prakses piemēros, galvenokārt izmantojot Augstākās tiesas, Eiropas Savienības tiesas un Eiropas Cilvēktiesību tiesas judikatūru, iepazīties ar normatīvo regulējumu Latvijā, kas attiecas uz mikroliegumu izveidi. Rezultātā autore izteic secinājumus, izvirza savus ieteikumus saistībā ar tiesisko regulējumu mikroliegumu izveides jomā, iespējamos risinājumus, lai uzlabotu dabas aizsardzību kopumā. Micro wildlife sanctuary as a part of the protected natural area of European significance (Natura 2000) is a topical issue in the context of restrictions of ownership, creation, protection and compensation of micro wildlife sanctuary. The issue’s topic ability is also asserted by the fact that a natural counting is carried out in Latvia at the present moment - the survey of habitats is carried out by experts who observe the territory in nature within a framework of the Nature Conservation Agency. The aim of this project is identifying and protecting biodiversity. The aim of the master thesis is to find out the content of the concept of micro wildlife sanctuary, the procedure of formation of micro wildlife sanctuary, to find out what are the conditions for obtaining a compensation for restriction of economic activities and property rights, and to analyse micro wildlife sanctuary related to the network of Natura 2000 which is created uniform throughout the territory of the European Union with the objective of preserving of biodiversity. The author has established her tasks - to study the available literature in the Latvian language and foreign literature, find solutions to problems as exemplified by law practice, mainly by using judicature of the Supreme Court, the European Union Court and the European Court of Human Rights, to get acquainted with the regulatory framework in Latvia concerning the creation of micro wildlife sanctuary. As a result, the author makes her conclusions, makes her recommendations regarding the legal framework for the creation of micro wildlife sanctuary and possible solutions for improving nature conservation in general.
