Liecinieka institūts administratīvajā procesā tiesā

Šī brīža tiesību doktrīnā nav pieejams visaptverošs liecinieka institūta raksturojums un ar tā regulējuma saistītās problēmas nav identificētas administratīvā procesa tiesībās. Maģistra darba autors ne tikai izzināja galvenās problēmas, bet arī analizēja liecinieka institūta vēsturisko attīstību dažādos vēstures posmos, salīdzināja Latvijā esošo regulējumu gan ar citu valstu administratīvā procesa regulējumiem, gan ar Kriminālprocesa likuma un Civilprocesa likuma regulējumu, analizēja tiesu statistiku un tiesu nolēmumus, kā arī izteica priekšlikumus identificēto problēmu risināšanai, ierosinot veikt grozījumus Administratīvā procesa likumā un Ministru kabineta noteikumos. In the current legal doctrine there is no comprehensive characterization of the witness institute and the problems related to its regulation have not been identified in the administrative procedure law. The author of this master's paper not only learned the main problems but also analyzed the historical development of the witness institute at different stages of history, compared the existing regulation in Latvia with the regulations of the administrative procedure of other countries, the Criminal Procedure Law and the Civil Procedure Law, analyzed court statistics and court rulings, as also made suggestions for solving the identified problems by suggesting amendments to the Administrative Procedure Law and the Cabinet of Ministers regulations.
