Bijušo ieslodzīto integrācija darba tirgū

Abstract

Bakalaura darba mērķis ir noskaidrot faktorus, kas bijušajam ieslodzītajam palīdz un kas traucē integrēties darba tirgū. Lai noskaidrotu, kādi faktori ietekmē bijušo ieslodzīto dzīvi pēc soda izciešanas, tiek pētīti reintegrāciju ietekmējošie faktori, kā arī valsts noteiktās un īstenotās atbalsta programmas bijušo ieslodzīto nodarbinātības veicināšanai. Mērķu sasniegšanai tika veiktas septiņas daļēji strukturētās intervijas ar bijušajiem ieslodzītajiem, kuri pēc ieslodzījuma dzīvo Gulbenes novadā un divas eksperta intervijas. Faktori, kas palīdz bijušo ieslodzīto integrācijai sabiedrībā un darba tirgū ir ģimenes atbalsts, paziņas, pozitīva sabiedrības un darba devēju attieksme, pieejamas un piemērotas darba vietas, izglītības iespējas, finansiālais atbalsts, motivācija mainīties kā arī dažādu institūciju darbība. Faktori, kas traucē integrācijai sabiedrībā ir negatīvs darba devēju viedoklis, motivācijas neesamība, kā arī atkarību izraisošu vielu lietošana.

The aim of the study is to explore the factors which help ex-offenders to reintegrate in the labor market. To identify what influences the lives of ex-convicts after serving a sentence, this study explores the factors influencing the reintegration. This study also analyses the state run programs for assisting ex-convicts with reintegration in the labor market. To achieve the aim of the study, the author conducted seven semi-structured interviews with ex-convicts who are living in Gulbene municipality and two interviews with experts of this topic. Factors which help ex-convicts with reintegration in the society and labor market are family support, the attitude of the society and employers towards the ex-convicts, availability of employment opportunities, education opportunities, financial aid, motivation to change after incarceration and activity of state institutions. Factors which impede with the reintegration are negative attitude from potential employers, lack of motivation and use of addictive substances.
