Ideoloģisko uzstādījumu loma Latvijas politisko partiju lēmumu pieņemšanā

Abstract

Bakalaura darbs izstrādāts, lai noskaidrotu, vai četras lielākās partijas Saeimā, savu darbību balsta uz ideoloģiskiem apsvērumiem. Darbs izstrādāts, pamatojoties uz speciālās literatūras analīzi par ideoloģiju nozīmi politikā un galveno ideoloģiju – liberālisma, konservatīvisma, nacionālisma un sociāldemokrātijas - raksturojošajām iezīmēm. Bakalaura darba mērķis ir noskaidrot, vai 12. Saeimā pārstāvētās partijas savu darbību balsta uz ideoloģiskiem principiem. •Bakalaura darba uzdevumi: apskatīt un izanalizēt literatūru par politiskajām ideoloģijām un to nozīmi; Norādīt atšķirības starp ideoloģijām, tādējādi izprotot, ko katra ideoloģija uzsver un pēc kādiem principiem partijai ar konkrēto ideoloģiju būtu nepieciešams rīkoties; Ņemot vērā politisko partiju priekšvēlēšanu programmas saturu, noteikt partijas ideoloģisko pašraksturojumu; Apskatīt 12. Saeimas plenārsēžu diskusijas 2017. gadā, uzmanību pievēršot, pēc autora domām, svarīgākajiem tēmu lokiem un likumprojektiem, apskatot katras partijas argumentāciju par konkrētajiem likumprojektiem par konkrētiem tēmu lokiem, nosakot, vai tajos ir ideoloģiski motīvi. •Bakalaura darba hipotēze: 12. Saeimā pārstāvētās lielākās partijas savos lēmumos nebalstās uz konkrētām ideoloģiskām vērtībām. •Darbs sastāv no divām daļām – teorētiskās daļas un empīriskās daļas, kā arī piecām nodaļām. Teorētiskajā daļā tiek analizēta literatūra par ideoloģiju nozīmi kā arī konkrētām ideoloģijām. Praktiskajā daļā tiks apskatītas partiju nostājas konkrētos jautājumu blokos un noteikts, vai saistībā ar šiem jautājumiem partijām ir vienojoši, ideoloģiski vadmotīvi. Pēc to apskates varēs izteikt konkrētus secinājumus par ideoloģiju lomu partiju rīcībā.

The main purpose of this bachelor paper is to determine if the actions of the four largest parties of Saeima are based on ideological considerations. The paper is based on special literature about role of political ideologies in politics and key aspects of main ideologies – liberalism, conservatism, nationalism and social democracy. The main purpose of the bachelor paper: Find out if the actions of the parties represented in the 12th Saeima are based on ideological principles. To achieve these goals a number of tasks has been identified: Analyze literature about political ideologies; identify differences between ideologies thus understanding what each ideology emphasizes and according to what principles a party with a particular ideology should act; Taking into account the content of the political parties' pre-election programs to determine the party’s ideological exposition. To review the discussions of the 12th Saeima plenary in 2017, paying attention to the most important subjects and draft laws in the author's opinion, looking at the arguments of each party on specific bills on specific topics, determining if they have ideological motifs. The hypothesis of the paper: The largest parties of 12th Saeima do not base their decisions on specific ideological values. The bachelor paper consists of two parts: theoretical part and empirical research and five chapters. The theoretical literature will be analyzed in the theoretical part. In the empiric part the parties positions on specific blocks of questions will be reviewed and determined whether the parties have common ideological guiding motifs. Following the review it will be possible to make conclusions about the role of ideologies in the actions of political parties in Latvia.
