Politiskais līderis: tā loma Latvijas pašvaldībās un līderības ietekmējošie ārējie un iekšējie faktori

Abstract

Pētījuma tēma ir saistīta ar politisko līderību pašvaldībās un tās ietekmējošajiem faktoriem. Pētījuma pamatā ir problēmjautājumi, kādā veidā ārējie un iekšējie faktori ietekmē Latvijas pašvaldību priekšsēdētāju iespējas sasniegt iepriekš noteiktās prioritātes pārstāvētajā novadā un kāda loma domes priekšsēdētajam ir Latvijas pašvaldībās. Pētījuma mērķi ir noskaidrot, kāda tipa politiskie līderi ir Latvijas pašvaldību priekšsēdētāji, kā arī kādi iekšējie un ārējie faktori ietekmē politisko līderu (Latvijas pašvaldību priekšsēdētāju) iespējas sasniegt iepriekš noteiktās prioritātes, balstoties pašvaldību budžetā sniegtajai informācijai par piešķirtajiem finanšu resursiem noteiktajām jomām un sniegtajiem paskaidrojumiem. Pētījumā tiek izmantota sekundāro datu analīze un gadījumu analīze.

Theme of the paper is about political leadership in local governments and the factors influencing it. The main focus of the study is how the external and internal factors influencing possibilities of a local council to achieve predefined priorities in municipalities of Latvia and what kind of role has mayor in municipalities of Latvia. The aim of the research is to find out what kind of political leaders are the Mayors in local government, as well as what kind of internal and external factors are influencing the political leaders (the Mayor of the Latvian municipalities) to achieve the predefined priorities based on the information provided in the budget of municiaplities on the areas of allocated financial resources and the explanations given. The work uses secondary data analysis and case studies.
