Kultūrpolitika Latvijā: Valsts atbalsts radošajām industrijām

Abstract

Maģistra darbs pievēršas Latvijas kultūrpolitikas dokumentos definēto radošo industriju rīcībpolitiku analīzei. Darbā tiek analizētas četras kultūrpolitikas pamatnostādnēs definētas rīcībpolitikas, lai novērtētu, cik veiksmīgs ir bijis šo rīcībpolitiku ieviešanas process un vai tās ir realizējušas sākotnēji izvirzītos mērķus. Teorētiskajā daļā ir analizēti darbā galvenie izmantotie jēdzieni, kā rīcībpolitika, rīcībpolitikas cikls, rīcībpolitikas ieviešana un rīcībpolitikas pārnešana. Tāpat darba teorētiskā bāze sniedz rezumējošu pārskatu par būtiskākajiem kultūrpolitikas un radošo industriju aspektiem. Maģistra darba empīriskajā daļā analizēta radošo industriju atbalsta rīcībpolitiku ieviešana. Darbā secināts, ka minēto rīcībpolitiku ieviešana notiek tikai daļēji. Ieviešamajām rīcībpolitikām bieži trūkst skaidri definētu mērķu, kas neļauj precīzi novērtēt, vai tiek sasniegti rezultatīvie rādītāji.

The Master thesis focuses on analyzing the creative industries policies defined in Lavian cultural policy documents. This paper analysis four policies defined in the cultural policy guidelines in order to assess how successful the implementation of these policies has been and whether during the implementation process the initially set goals have been achieved. The theoretical part analyzes the main concepts used in the paper, such as policy, policy cycle, policy implementation and policy transfer. The theoretical basis also provides a brief overview of the most important aspects of cultural policy and creative industries. The empirical part analyzes the implementation of policies supporting the creative industries. The paper concludes that these policies are only partially implemented. The policies that are being introduced often lack clearly defined objectives which preclude accurate assessment of the achievement of performance indicators.
