Liepājas pilsētas pašvaldības budžeta analīze

Abstract

Bakalaura darba izvēlētā tēma ir “Liepājas pilsētas pašvaldības budžeta analīze”. Pašvaldību finanses ir svarīgs instruments dažādu sociālo, ekonomisko jautājumu risināšanā vietējā līmenī. Pašvaldība ir tā, kas ietekmē iedzīvotāju labklājību gan konkrētā teritorijā, gan arī valstī kopumā. Darba mērķis ir izpētīt Liepājas pilsētas pašvaldības budžetu, Liepājas attīstības stratēģiju un projektus, kuros Liepāja piedalās. Bakalaura darbs sastāv no ievada, 3 nodaļām, secinājumiem un priekšlikumiem. Bakalaura darba pirmajā nodaļā tiek analizēta pašvaldību darbība no teorētiskā aspekta, apskatot funkcijas, reglamentāciju, budžeta ieņēmumu un izdevumu veidošanās avotus. Otrajā nodaļā tiek analizēts Liepājas pilsētas pašvaldības budžets. Trešajā nodaļā tiek pētīta Liepājas pilsētas attīstības stratēģija un Liepājas pilsētas pašvaldības projekti. Bakalaura darba uzdevumi ir iepazīstināt ar pašvaldības tiesisko un teorētisko bāzi, analizēt ieņēmumus un izdevumus, izpētīt finanšu iespējas pašvaldībā, kā arī secināt un izteikt priekšlikumus par budžeta veidošanos un finanšu iespējām pašvaldībā. Darbs sastāv no 63 lpp., 23 attēliem un 14 literatūras avotiem. Atslēgvārdi: pašvaldība, budžets, ieņēmumi, izdevumi.

Bachelor thesis is “The analysis of Liepāja city municipal budget”. Local governments finances have a big role in different social, enocomical questions that are more important in specific territory. Local government affects people’s welfare not only in specific territory, but also the country as a whole. The aim is to explore the Liepaja city municipal budget, development strategies and projects in Liepaja city. Bachelor thesis consists of intruduction, 3 chapters, conclusions and proposals. In the first chapter there is analyzed the local activity from a theoretical point of view, budgetary sources of revenue and expenses. The second chapter examines the analysis of revenue and expenses. In the third chapter there is analyzed city’s development oppurtunities. The objectives of the bachelor's work are to familiarise with local legal and theoretical framework, to analyse income and expenses, to explore financing options and the municipality of inference and to draw up proposals for budget and finance facilities from the government budget data.
