Valsts ceļu pārvaldības daļējas decentralizācijas iespēju izvērtējums

Abstract

Maģistra darba „Valsts ceļu pārvaldības daļējas decentralizācijas iespēju izvērtējums” mērķis ir balstoties uz teorētiskām atziņām par valsts autoceļu pārvaldīšanas modeli, tam pieejamiem finanšu līdzekļiem, veikto izpēti izvēlētajās ārvalstīs un šajā pētījumā gūtajiem datiem, identificēt pašreizējo situāciju uz valsts vietējiem autoceļiem Latvijā, izpētīt līdzšinējās autoceļu pārvaldības problēmas un piedāvāt sociāli ekonomisku pamatojumu valsts vietējo autoceļu pārvaldīšanas iespējamajai modeļu maiņai mūsu valstī. Izpētes darbā sagatavotos priekšlikumus varētu piedāvāt Satiksmes ministrijai, plānošanas reģioniem un pašvaldībām, argumentācijā par pārvaldības un finansējuma modeļa izmaiņām, pieļaujot valsts vietējo ceļu nodošanu pašvaldībām jeb decentralizāciju. Kopš neatkarības atgūšanas valstī ir dažāda pieeja autoceļu piederībai un finansēšanai, kas negatīvi atsaucas uz pašreizējo autoceļu stāvokli valstī. Autore veica Skandināvijas valstu (Zviedrijas, Norvēģijas un Somijas) ceļu pārvaldības un ceļu finansējuma modeļu analīzi, intervēja nozarē iesaistītos ekspertus, identificēja Latvijas ceļu pārvaldībā efektivitāti un plāno sniegt priekšlikumus Satiksmes ministrijai par decentralizācijas iespējām līdz šim īstenotajā valsts ceļu pārvaldības modelī. Izpētes mērķis ir izstrādāt sociāli – ekonomisku pamatojumu valsts vietējo autoceļu pārvaldīšanas iespējamam pārmaiņu modelim, un pamatojoties uz tās rezultātiem, sagatavot priekšlikumus valsts vietējo autoceļu pārvaldīšanas modeļa maiņa.

The aim of these Master’s Thesis „Feasibility Evaluation of Partial Decentralisation of State Road Management” is to identify the existing situation on state local roads in Latvia, study the present problems in road management and propose a social and economic substantiation for potential changes in the management model for local roads in our country basing on theoretical sources on road management models, available financial resources, studies of selected neighbouring countries and data acquired during the research carried out for the purposes of this Thesis. The recommendations prepared during this research may be offered to the Ministry of Transport, planning regions and local governments as arguments in discussions on the changes of management and financing model with potential transfer of local roads to local governments or, in other words, decentralisation. Since the regain of independence the approach to road ownership and funding in the country has changed frequently and it has had negative influence on the present road condition. The author has carried out the analysis of local road management and financing models in the Nordic countries (Sweden, Norway and Finland), interviewed road sector experts, evaluated the efficiency of road management in Latvia and plans to submit proposals on decentralisation within the existing state road management model to the Ministry of Transport. The aim of research is to prepare and social and economic substantiation to potential changes in the model for state local road management and basing on the acquired results prepare proposals to the changes in the local road management model.
