Valsts pārvaldes iekšējo normatīvo aktu piemērošanas tiesiskie aspekti

Abstract

Bakalaura darba mērķis ir analizēt valsts pārvaldes iekšējo normatīvo aktu piemērošanas svarīgākos tiesiskos aspektus Latvijā. Jautājums literatūrā nav plaši analizēts un gan sabiedrībā kopumā, gan iekšējo normatīvo aktu izstrādātāju un pieņēmēju vidū nav pietiekama izpratne par šo jautājumu, it īpaši par iekšējo normatīvo aktu piemērošanu attiecībā pret privātpersonām. Bakalaura darbā autors pēta normatīvo aktu piemērošanas attīstību, iekšējo normatīvo aktu piemērošanu iestādē, tai skaitā padotā iestādē, iekšējo normatīvo aktu piemērošanu attiecībā pret privātpersonām, kā arī iekšējo normatīvo aktu piemērošanu citās Eiropas Savienības valstīs. Autors arī analizē iekšējo normatīvo aktu piemērošanas problēmas, identificē to cēloņus un piedāvā savu vērtējumu un risinājumu šīm problēmām.

The purpose of the bachelor's paper is to analyze the most important legal aspects of the application of the internal regulatory enactments of the state administration in Latvia. The issue in literature is not widely analyzed and there is not enough understanding about it, in particular regarding the application of internal regulatory enactments to private individuals. The author of the bachelor's paper studies the development of the application of regulatory enactments, the application of internal regulatory enactments in the institution, including the subordinate institution and the application of internal regulatory enactments to private individuals. The author also analyzes the problems of application of internal regulatory enactments, identifies their causes and offers their assessment and solution to these problems.
