Rīgas pilsētas degradēto objektu un teritoriju revitalizācijas politikas izvērtējums

Pretēji „Rīgas ilgtspējīgas attīstības stratēģijā līdz 2030.gadam” izvirzītajiem ilgtermiņa mērķiem, degradēto objektu un teritoriju kopskaits Rīgas pilsētā ar katru gadu tikai pieaug, apdraudot pilsētas vides un dzīves kvalitāti, starptautisko konkurētspēju, kā arī ekonomisko attīstību. Meklējot izskaidrojumus šai situācijai, darba ietvaros tiek veikta Rīgas pilsētas degradēto teritoriju un objektu rīcībpolitikas analīze balstoties uz četriem ES degradēto teritoriju sadarbības tīklu labas prakses teorētiskajiem aspektiem: stratēģiskas pieejas, koordinācijas, partnerību un līdzdalības, un rīcībpolitikas instrumentu. Izmantojot kvalitatīvo kontentanalīzi, rīcībpolitikas plānošanas un ieviešanas dokumentu analīzi, ordināro datu apkopošanu un ekspertu intervijas, rīcībpolitikas analīzes rezultātā tika secināts, ka degradēto teritoriju un objektu revitalizācijas procesus visspēcīgāk ietekmē stratēģiskās pieejas un koordinācijas aspekti. Neskaidrs un sarežģīti operacionalizējams problemātisko teritoriju kopas definējums, kā arī problēmas uzlūkošana kvantitatīvā, nevis kvalitatīvā aspektā, noved pie neskaidra lomu un atbildību sadalījuma starp publisko un privāto sektoru problēmas risināšanā. Contrary to the long-term objectives of Riga Sustainable Development Strategy till 2030, the total number of brownfield sites in the city of Riga is increasing year by year, endangering the city's environment and quality of life, international competitiveness, as well as economic development. In the search for explanations to this situation, the analysis of the operational policies of the brownfield sites and objects of the Riga City is carried out based on the four thematic aspects of good practice of the EU's brownfield sites networks: strategic approache, coordination, partnership and participation, and policy instruments. Using qualitative contentanalysis, analysis of policy planning and implementation documents, compilation of ordinance data and expert interviews, it was concluded that the processes of brownfield sites and objects revitalization are most influenced by the strategic approach and coordination aspects. The unclear and complex operationalizable definition of a brownfield sites, as well as the consideration of a problem in quantitative rather than qualitative terms, leads to an unclear roles and responsibilities in problem solwing between the public and private sectors .
