Jaunas rīcībpolitikas izveide: bezpilota lidaparātu (dronu) izmantošanas gadījums

Abstract

Bakalaura darba “Jaunas rīcībpolitikas izveide: bezpilota lidaparātu (dronu) izmantošanas gadījums” galvenie mērķi ir identificēt veidus, kā Latvija varētu izmantot bezpilota lidaparātu (dronu) tehnoloģiju publiskajā sektorā, un izveidot dronu izmantošanas rīcībpolitikas uzmetumu. Lai šos veidus noteiktu un iegūto informāciju izmantotu rīcībpolitikas uzmetuma veidošanā, tika veikta rīcībpolitikas pārvietošanas analīze, kuras ietvaros tika analizēta Amerikas Savienoto Valstu (ASV) pieredze bezpilota lidaparātu tehnoloģijas izmantošanā publiskajā sektorā. Pētījums ir konstruēts divās daļās – teorētiskajā un empīriskajā. Teorētiskajā daļā ir aprakstīta rīcībpolitikas pārvietošanas teorija un skaidrots, kas ir inovācijas publiskajā sektorā, kā arī aprakstīts, kas ir bezpilota lidaparāti jeb droni, kāda ir to klasifikācija un attīstības vēsture. Savukārt empīriskajā daļā autore veica gadījumu analīzi pēc modeļa, kas ir sīkāk aprakstīts pētījuma metodoloģijas un metodikas daļā. Pētījuma rezultātā tika izveidots rīcībpolitikas uzmetums dronu izmantošanai Latvijas publiskajā sektorā un, atsevišķi, tabula ar apkopotiem veidiem, kā Latvija varētu izmantot bezpilota lidaparātu jeb dronu tehnoloģiju publiskajā sektorā.

The aim of the bachelor thesis “Creation of new policy: the case of drone usage in the Public Sector” is to identify the ways that Latvia could use unmanned aerial vehicle (drone) technology in its public services. To achieve this, the author did a policy transfer analysis on drone usage policies in the United States of America (USA), due to the fact that drone technology has been used in the public sector there for several decades already. The research is constructed in two parts – theoretical, where the author explains the theory of policy transfer, as well as the concept of innovations in the public sector and describes the unmanned aerial vehicle technology; and empirical, where author analyzes the ways that the USA is using drone technology in its public sector following the analysis model that is explained in the chapter about the research methodology. The final result of the research is a draft version of unmanned aerial vehicle integration policy for Latvia, as well as a constructive model of the ways Latvia could use the drone technology in its public sector in the form of a table.
