Latvijā pēdējos gados tiek veiktas būtiskas veselības aprūpes reformas. Sākot ar 2019.gada 1.janvāri, Latvija pilnībā atteiksies no līdzšinējā veselības aprūpes finansēšanas modeļa, kurā valsts apmaksātie veselības aprūpes pakalpojumi iedzīvotājiem tika sniegti neatkarīgi no nodokļu maksāšanas fakta, tā vietā ieviešot obligātās veselības apdrošināšanas sistēmas modeli. Reformas ietvaros ir būtiski mainīti ne tikai veselības aprūpes finansēšanas avoti, bet arī personu loks, kurām ir tiesības saņemt valsts apmaksātu veselības aprūpi. Ņemot vērā faktu, ka vairākām personu grupām ir liegtas piekļuves tiesības valsts apmaksātai veselības aprūpei, ir ļoti būtiski pēc iespējas ātrāk veikt valsts garantēto personu piekļuves tiesību atbilstības izvērtējumu starptautisko tiesību prasībām pirms nepamatota tiesību uz veselību ierobežojuma iestāšanās, jo šāds ierobežojums var neatgriezeniski ietekmēt personas turpmākās iespējas realizēt savas cilvēktiesības. Darba mērķis ir Latvijas valsts apmaksātās veselības aprūpes saņēmēju personu loka identificēšana un tā atbilstības starptautisko tiesību prasībām izvērtēšana. Ņemot vērā šo personu loka lielumu un darba ierobežoto apjomu, darba ietvaros padziļināta atsevišķu veselības aprūpes aspektu izvērtēšana tiek veikta tikai par šādām personu grupām: personām ar invaliditāti; vecāka gadagājuma cilvēkiem; citu valstu pilsoņiem; bērniem. Latvia in recent years is undergoing significant health care reforms. Starting from January 1, 2019, Latvia will fully abandon the current health care financing model in which the state-funded health care services were provided to citizens regardless of tax paying, by introducing a compulsory health insurance system model instead. Within the framework of the reform, not only the sources of health care financing, but also the scope of persons entitled to receiving state-funded health care have been significantly changed. Given the fact that several groups of persons are denied access to state-funded health care, it is very important to make the assessment of the compliance of the rights of persons guaranteed by the state with the requirements of international law as soon as possible before any unjustified restriction of the right to health care, because such restriction may irreversibly affect person's future ability to exercise its human rights. The aim of the thesis is to identify the scope of persons receiving state-funded health care in Latvia and to evaluate its compliance with the requirements of international law. Considering the size of the scope of such persons and the limited amount of the thesis, assessment of certain aspects of health care within the framework of the thesis is performed only for the following groups of persons: persons with disabilities; the elderly; nationals of other countries; children.
