Jūrmalas pašvaldības budžeta analīze

Abstract

Bakalaura darba izvēlētā tēma ir “Jūrmalas pašvaldības budžeta analīze”, kur tiek analizēts pamatbudžets laika periodā no 2015.-2018.gadam. Pašvaldības budžets ir svarīgs priekšnoteikums pašvaldību darbībai, patstāvībai un sabiedrības labklājības nodrošināšanai. Bakalaura darba mērķis ir, balstoties uz pieejamo informāciju, izpētīt Jūrmalas pilsētas pašvaldības budžetu, tā problēmas un sniegt priekšlikumus tā pilnveidošanai. Mērķa sasniegšanai autore izvirzīja sekojošus uzdevumus: • uzzināt par pašvaldības likumdošanu; • apskatīt pašvaldības ieņēmumu un izdevumu veidus; • izpētīt un analizēt pašvaldības ieņēmumu un izdevumu veidus Jūrmalas pašvaldībā; • veikt autores izvēlētās pašvaldības ieņēmumu un izdevumu analīzi un dinamiku laika periodā no 2015.-2018.gadam. • izdarīt secinājumus un dot priekšlikumus budžeta piemērošanas uzlabošanai. Bakalaura darbs sastāv no 3 nodaļām, secinājumiem un priekšlikumiem. Bakalaura darba pirmajā nodaļā tiek analizēta pašvaldību darbība no teorētiskā aspekta, apskatot funkcijas, likumdošanu, ieņēmumu un izdevumu veidošanos. Otrajā daļā tiek analizēts Jūrmalas pašvaldības budžets. Trešajā daļā tiek pētītas pašvaldības iemaksas pašvaldības finanšu izlīdzināšanas fondā, pašvaldības projekti. Darbs sastāv no 61.lpp, 3 tabulām, 16 dažādiem grafikiem un attēliem , 25 literatūras avotiem. Beigu daļā apkopoti analīzes rezultāti secinājumu un priekšlikumu veidā. Bachelor Thesis selected theme is “ The analysis of Jurmala city municipality budget”, where basic budget in the time period between year 2015 and 2018 is analysed. Self- governments budget is an important prerequisite to it’s action, independence and insuring public welfare. Goal of Bachelor Thesis is to based on the available information, study Jurmala City Government budget, it’s problems and to make suggestions for its improvement. To achieve the Goal of the Thesis, the author set out the following tasks: • learn about local government legislation; • look at the types of municipal revenue and expenditure; • to study and analyse the types of Jurmala City government municipal revenue and expenditures; • to perform analysis and dynamics of the income and expenditure on the municipality chosen by the author in the period from 2015 to 2018; • drew conclusions and make proposals for improving the budget. Bachelor Thesis consists of three chapters, conclusions and proposals. The first chapter of the thesis analyses the activity of local governments from the theoretical point of view, looking at the formation of functions, legislation, income and expenses. The second chapter analyses the budget of the Jurmala City Government. In the third chapter, the author looks at Self-government projects and how contributions are made for the Self-government equalization funds. Thesis consists of 61 pages, 3 tables, 16 different charts and pictures, 25 literature sources. Conclusion summarizes the results of the analysis in the form of conclusions and proposals.
