Abstract

Pētījumā izmantotās metodes: vispārteorētiskās pētīšanas metode, lai pētītu teorētisko literatūru stratēģiskajā plānošanā, iestāžu iekšējo informāciju, tiesību aktus, politikas plānošanas dokumentus un interneta resursus; kvalitatīvā metode – veiktas nestrukturizētas intervijas un diskusijas. Maģistra darba tēmas aktualitāti nosaka fakts, ka mūsdienās IKT valsts un pašvaldības iestādēs ieņem arvien lielāku nozīmi, radot iespējas daudzas manuālas darbības automatizēt. IKT ir būtiska loma gan uzlabojot klientu apkalpošanu, gan arī iestādes iekšējos un starpiestāžu sadarbības procesus, kas sekmē pakalpojumu pieejamību un kvalitāti, atvieglo administratīvos procesus iedzīvotājiem un uzņēmējiem, veicinot informācijas pieejamību. Lai noskaidrotu galvenās tendences un veicinātu informētas sabiedrības attīstību, ikvienam iedzīvotājam ir nepieciešamas zināšanas, lai veiksmīgi izmantotu izveidotos elektroniskos risinājumus. Tādēļ būtiska nozīme ir apgūt e-prasmes un zināt, kādas e-iespējas ir pieejamas iedzīvotājiem un uzņēmējiem. Darba izstrādē izmantoti gan literatūras avoti – grāmatu publikācijas un publikācijas presē, gan arī internetā pieejamie un citi informācijas avoti. Izstrādātais maģistra darbs var būt noderīgs informatīvais un praktiskais materiāls e-pārvaldes un e-pakalpojumu attīstības novērtēšanā cilvēkiem, kuri vēlas iegūt padziļinātu izpratni. Māra Gulbe The amount of thesis: 91 pages, 3 appendices, 12 images, 5 tables, 1 formula, 101 bibliographical references The subject of thesis: development of e-government and e-services, and assessment of current situation Tasks: to study the legal environment of development planning for e-government and e-services in Latvia and to carry out the assessment of the availability The methods used in the research: general theoretical research method for the research of theoretical literature in strategical planning, inside information of institutions, legislative acts, the documents in political planning and Internet sources; qualitative method – non-structured interviews and discussions have been carried out. The topicality of thesis is determined by the fact that nowadays the importance of ICT more and more increases at the state and local government institutions by creating a lot of options to automatize various manual actions. ICT has a significant role in both improving client service and also the inner and inter-institutional cooperation processes. Consequently, availability and quality of services are improved, administrative processes are less complicated for inhabitants and entrepreneurs, and the availability of information is promoted. In order to find out key trends and promote development of informed society, every resident must have knowledge how to successfully use digital solutions that are developed or are being developed. Therefore, it is crucial to have the ability to acquire e-skills and know what e-services are available to inhabitants and entrepreneurs. For this research the author uses literature sources – books and publications in the press, and also sources available in the Internet and other information sources. Master thesis further can be used as an informative and practical material for the assessment of e-services development, as well as to deepen the overall understanding thereof.
