Kohēzijas fonda 2014. - 2020. gada plānojuma analīze

Abstract

Maģistra darba tēma ir „Kohēzijas fonda 2014.-2020. gada plānojuma analīze”. Darba mērķis ir, pamatojoties uz datu analīzi, novērtēt Eiropas Savienības Kohēzijas fonda struktūru, to pieejas efektivitāti un spēju veicināt ekonomisko attīstību, un izstrādāt priekšlikumus problēmu risināšanai. Galvenie darba uzdevumi ir: -Balstoties uz ekonomisko literatūru, teorētiski novērtēt investīciju nozīmi ekonomikas attīstībā; -Raksturot Kohēzijas politikas mērķus, struktūru un finanšu instrumentus; -Izvērtēt Kohēzijas politikas un fonda ieguldījumu Latvijas ekonomikas attīstībā; -Analizēt ar Kohēzijas politikas finansēto projektu ieviešanu saistītos riskus; -Izstrādāt priekšlikumus Kohēzijas politikas projektu apguves pilnveidošanā. Izstrādājot maģistra darbu, tika nonākts pie atziņas, ka svarīgākais priekšnoteikums, lai izvairītos no risku iestāšanās ir caurredzamība un pietiekamas, patiesas, skaidras un laicīgas informācijas nodošana starp fondu apgūšanā iesaistītajām iestādēm un personām. Maģistra darbs sastāv no 3 nodaļām, 82 lappusēm, 2 shēmām, 7 attēliem un zinātniskās literatūras un atsauču avotu skaits ir 30.

The theme of the Master's Thesis is “The analysis of Cohesion fund planning from 2014-2020”. The aim of the work is to assess the structure of the European Union Cohesion Fund, the effectiveness of its approach and its ability to promote economic development, based on data analysis, and to develop proposals for solving problems. The main tasks are: -Based on economic literature, theoretically assess the role of investment in economic development; -Describe the objectives, structure and financial instruments of Cohesion Policy; -To evaluate the contribution of the Cohesion Policy and the Fund to the development of the Latvian economy; -Analyze the risks associated with the implementation of Cohesion Policy-funded projects; -To elaborate proposals for improvement of the acquisition of Cohesion Policy projects. In the development of the Master's thesis it was concluded that the most important prerequisite for avoiding risk is transparency and the transmission of sufficient, true, clear and timely information between the institutions and persons involved in fund absorption. The Master's thesis consists of 3 chapters, 82 pages, 2 schemes,7 pictures and the number of scientific literature and references is 30.
