Veselības aprūpes eiropeizācija: Latvija un inovatīvu zāļu pieejamība

Abstract

Zāļu pieejamība ir valsts ilgtspējas un labklājības stūrakmens, un tieši inovatīvu zāļu pieejamība sniedz iespējas ārstēt hroniskas un nereti nāvējošas slimības. Katras valsts interesēs ir veidot veselības aprūpes sistēmu tā, lai pacientiem pieejamas maksimāli piemērotas ārstēšanās iespējas. Latvijā veselības aprūpes situācija ir viena no sliktākajām ES - paredzamais mūža ilgums ir starp zemākajiem, medicīniski novēršamā mirstība ir viena no augstākajām. Maģistra darba mērķis ir izvērtēt inovatīvu zāļu pieejamību Latvijā, tās ekonomiskos un sociālos aspektus, kā arī atbilstību ES pamatprincipiem atbalstošās kompetences kontekstā. Pētījuma rezultāti liecina, ka nodrošinot inovatīvu zāļu pieejamību, nepieciešami uzlabojumi: lietoto farmakoekonomikas metožu pilnveide, caurskatāmības uzlabošana un PVN likmes samazināšana. Plašāka ES iesaiste zāļu pieejamības organizēšanā dalībvalstīs, nodrošinot vienotas drošuma, efektivitātes un kvalitātes novērtēšanas prasības, pozitīvi ietekmētu situāciju.

Availability of innovative medicinal products is one of the fundamentals of the sustainability and welfare of a country. Availability of innovative medicinal products in particular provides options for the treatment of chronic and often deadly diseases. Organisation of the healthcare system in a way that ensures access of patients to the most suitable treatment options is in the interests of every country. The healthcare situation in Latvia is among the worst in the EU – life expectancy is among the lowest, while amenable death rates are among the highest. The aim of the current thesis is to evaluate the availability of innovative medicinal products in Latvia, its economic and social aspects, as well as its compliance with the guiding principles of the EU in the context of EU competence to support the actions of the member states. The results of the research show that improvements are necessary when ensuring the availability of medicinal products: improvement of the applied methods of pharmacoeconomics, increase in transparency and the reduction of the VAT. A greater EU involvement into organizing the availability of medicinal products in the member states by providing unified requirements for the assessment of safety, efficacy and quality would have a positive impact on the overall situation.
