Bakalaura darbā vispārīgi tiek apskatīts sākotnēja virtuālās valūtas piedāvājuma (no angl. – ICO) ieguldījumu regulējums Latvijā, kā arī citās Eiropas Savienības valstīs. Pētījuma mērķis ir aplūkot pašreizējo sākotnējā virtuālās valūtas piedāvājuma regulējumu, lai saskatīt iespējamos veiksmīgos risinājumus. Autors apskata regulējuma attīstību laika posmā no 2017. līdz 2019.gadam ar mērķi saprast likumdevēja gribu un turpmākus soļus. Darba autors vispārīgi apskata un apraksta ICO procesa sastāvdaļas – žetonus, baltās grāmatas. Darbā tiek pievērsta uzmanība žetona jēdzienam un regulējumam atkarībā no tā veidā. Ņemot vērā Latvijas tiesu prakses neesamību attiecībā uz strīdiem par sākotnējo virtuālās valūtas piedāvājumu, autors vispārīgi apraksta teorētisko problēmu risinājumu un balstās uz Latvijas Republikas Finanšu kapitāla un tirgus komisijas skaidrojumiem. Darba noslēgumā autors pievērš uzmanību nepieciešamībai veidot atsevišķu regulējumu (likumu, noteikumus) procesa regulēšanai, kā arī jēdzienu skaidrojumu. The paper provides general overview of the regulation of Initial Coin Offering (ICO) supply investment in Latvia, as well as in other European Union countries. The goal of the paper is to look at the current regulation of the Initial Coin Offering to see possible successful solutions. The author looks at the development of regulation from 2017 to 2019 with the aim of understanding the will of the legislator and further steps. The author of the thesis generally reviews and describes the components of the ICO process - tokens, white papers. The work focuses on the concept and regulation of the token, depending on how it works. Considering the lack of Latvian court practice regarding disputes over the Initial Coin Offering, the author describes in general the solution of the theoretical problems and it is based on the explanations of the Financial Capital and Market Commission of the Republic of Latvia. At the end of the work, the author draws attention to the need to create a separate regulation (law, regulations) for the regulation of the process, as well as explanation of the concepts.
