Kriptovalūtu sektora rīcībpolitikas analīze Eiropas Savienības un Latvijas kontekstā

Abstract

Bakalaura darba tēma ir “Kriptovalūtu sektora rīcībpolitikas analīze Eiropas Savienības un Latvijas kontekstā”. Darba būtība ir analizēt sektoru, kura attīstība var būtiski ietekmēt valsts tautsaimniecību. Darba mērķis ir izvērtēt kriptovalūtu sektora rīcībpolitiku un tās attīstību Latvijā, kā arī apzināt riskus, Latvijā ieviešot jaunu rīcībpolitiku šajā sektorā. Darba gaitā tiek identificēta galvenā sektorā pastāvošā problēma - anonimitāte, tiek identificēti riski, ka arī aplūkots kriptovalūtu šā brīža statuss Eiropas Savienībā un atsevišķās tās dalībvalstīs – Vācijā, Igaunijā, Maltā un Francijā. Teorētiskajā daļā tiek aplūkota rīcībpolitikas teorija, kā arī kritēriji veiksmīgas rīcībpolitikas ieviešanai. Piemērojot attiecīgus kritērijus, tiek apzināti iespējamie riski, ar ko var nākties saskarties politikas veidotājiem, ieviešot jaunu rīcībpolitiku kriptovalūtu sektorā Latvijā, kā arī, tiecoties pēc ideālās rīcībpolitikas, tiek izvērtēta kriptovalūtu sektora rīcībpolitikas attīstība Latvijā. Izvērtējot darbā iegūtos rezultātus, darba autore nonāk pie secinājuma, ka ir nepieciešamība ieviest jaunu rīcībpolitiku kriptovalūtu sektorā Latvijā, vienlaikus identificējot riskus politikas veidotājiem, piemēram, sektorā iesaistīto pušu daudzveidība. Prognozējot nākotnes attīstību, darba autore par pirmo rīcībpolitikas virzienu izvirza kriptovalūtu biržu licencēšanu.

The subject of the bachelor thesis is “Policy analysis of the cryptocurrency sector in the context of EU and Latvia”. The reason for such analysis is that the development of cryptocurrency sector can have a significant impact on the national economy. The aim is to analyse cryptocurrency’s sector development, particularly, in Latvia, as well as to identify risks by introducing new policies in Latvia in this sector. The main problem - anonymity and risks in the cryptocurrency sector are identified as well as the current status of crypto currencies in the European Union and in some of its member states, such as Germany, Estonia, Malta and France. The theoretical part of the thesis focuses on policy analysis theory as well as criteria for successful policy implementation. Applying the relevant criteria allows to identify the potential risks that policy makers may face when introducing new policy in the cryptocurrency sector in Latvia. The theory allows to forecast the development of cryptocurrency policy in Latvia. By evaluating the results of the analysis, the author concludes that there is a need to introduce new policy in the cryptocurrency sector in Latvia, while also identifying the risks for policy makers, such as the diversity of stakeholders in the sector. Forecasting future developments, the author places licensing for cryptocurrency exchanges as the first policy direction.
