Maģistra darbs pievēršas pārstāvnieciskās demokrātijas trūkumiem, tās nākotnes attīstības tendencēm un tās uzlabošanas iespējām izmantojot e-demokrātiju un interneta un komunikāciju tehnoloģijas. Darba mērķi ir noskaidrot, kādi ir pārstāvnieciskajai demokrātijai kā pārvaldes formai piemītošie trūkumi un, kādi ir gan iespējamie, gan pasaules valstu ieviestie pārstāvnieciskās demokrātijas uzlabojumi. Darbā izvirzītā hipotēze: e-demokrātijas iniciatīvu ieviešana uzlabo pārstāvnieciskās demokrātijas funkcionēšanu valstī. Darba teorētiskā daļa ir veltīta akadēmisko diskusiju apkopojumam par pārstāvnieciskās demokrātijas trūkumiem, kā arī dažādu vēl neieviesto pārstāvnieciskās demokrātijas uzlabošanas iniciatīvu apzināšanai un demokrātijas attīstības iespējamajiem nākotnes scenārijiem. Darba empīriskajā daļā ir ar akumulējošās gadījumu analīzes metodi aprakstītas dažādas e-demokrātijas iniciatīvas pasaules valstīs, ietverot visas galvenās šobrīd ieviesto e-demokrātijas iniciatīvu jomas. Darbā secināts, ka e-demokrātijas iniciatīvu ieviešana uzlabo pārstāvnieciskās demokrātijas funkcionēšanu caur to, ka tā palielina iedzīvotāju iespējas piedalīties politikas procesā, veicina sabiedrības iesaisti politisko lēmumu pieņemšanā, palīdz elektorātam piedalīties īstenoto rīcībpolitiku izvēlē un uzlabo demokrātiju institūciju funkcionēšanu, un citā veidā. The subject of this Master’s thesis is about the deficiencies of representative democracy, its future developments and possibilities of improvements using e-democracy and internet and communications technologies. The objective of the paper is to find out, what the deficiencies of representative democracy are and what the currently available and also theoretically possible solutions are for them. The hypothesis was that the implementation of e-democracy initiatives improves the functioning of representative democracy in the country. The theoretical part looks into the main academic discussions regarding the shortcomings of representative democracy, and also touches on some theoretical future developments of democracy. The empirical part uses cumulative case study to describe various e-democracy initiatives around the world, capturing the most important developments. The paper concludes that implementation of e-democracy initiatives improves the functioning of democracy in the state by improving the possibilities of people to participate in deliberation of specific policies, participate in setting the political agenda, by improving the functioning of democratic institutions, and in several other ways.
