Pašvaldību autonomija Latvijā administratīvi teritoriālās reformas kontekstā

Abstract

Maģistra darba "Pašvaldību autonomija Latvijā administratīvi teritoriālās reformas kontekstā" mērķis ir noskaidrot, kā mainījusies vietējo pašvaldību autonomija Latvijā. Uzsākot pētījumu izvirzīta arī hipotēze: vietējo pašvaldību autonomija Latvijā ir samazinājusies. Darba teorētiskā daļā skaidrota vietējās autonomijas un vietējās demokrātijas nozīmē, aprakstīti decentralizācijas, subsidaritātes principi. Veidots Eiropas un Latvijas pašvaldību darba apraksts, pievērošoties centrālās un vietējās pārvaldes un varas attiecībām. Tālāk pētījuma dizains balstīts Vietējās autonomijas indeksa izstrādes metodoloģijā. Analizējot Vietējās autonomijas indeksa rādītājus par situāciju Latvijā kopš 1990. gada, noteikti arī rādītāji par aktuālo situāciju 2019. gadā. To papildina astoņu Latvijas pašvaldību gadījumu analīze, atvasinot jau minēto metodoloģiju. Darbu noslēdz diskusija iegūtajiem rezultātiem, secinājumi un pielikums.

The goal of the Master's thesis "Local Autonomy in the Context of Administrative territorial reform of Latvia" is to find out how the autonomy of local governments in Latvia. At the beginning of the research, the hypothesis is also established: the autonomy of local governments in Latvia has decreased. The theoretical part of the thesis explains local autonomy and local democracy, describes the principles of decentralization, subsidiarity. It follows with a description of that, how local governments function in Europe and Latvia, focusing on the relations between central and local government and power. Research design is based on the methodology of Local Autonomy Index. Than analyzing the indicators of the Local Autonomy Index on the situation in Latvia since 1990, the indicators on the current situation in 2019 have been established. This is complemented by an analysis of the cases of eight municipalities in Latvia, deriving from the above mentioned methodology. The work concludes with a discussion of the results obtained, conclusions and annex.
