Maģistra darba tēma ir Krievijas vēstnieku Baltijas valstīs publisko izteikumu atbilstība Vīnes konvencijai par diplomātiskajiem sakariem. Darba mērķis ir noskaidrot vai Krievijas vēstnieku publiskie izteikumi atspoguļo Krievijas ārpolitikas kursu attiecībā uz Baltijas valstīm, un vai tajos ir identificējamas pazīmes, kas liecina par to, ka Krievija savās ārpolitiskajās aktivitātēs pārkāpj Vīnes konvenciju par diplomātiskajiem sakariem. Pētījuma teorētiskā daļa balstīta Krievijas ārpolitikas analīzē starptautisko attiecību teoriju – reālisma, Angļu skolas un daļēji arī konstruktīvisma, pieejā. Darba empīriskās daļas realizācijai tika izmantota kvalitatīvā pētījumu metodoloģija – diskursa analīze. Ar tās palīdzību tika identificēti galvenie Krievijas ārpolitiku Baltijas valstīs raksturojošie vēstījumi un to diskursīvais raksturs Krievijas vēstnieku izteikumos. Rezultāti liecina, ka tajos dominē trīs galvenie sensitīvie temati, kas veido Krievijas un Baltijas valstu attiecību negatīvo fonu. Tie ir krievvalodīgās kopienas nepilsoņu statuss (igaunijā un Latvijā), krievu valodas statuss un vēstures izpratnes antagonisms Baltijas valstu pamattautu un krievvalodīgās kopienas starpā. The theme of this master thesis is Public Statements of the Ambassadors of the Russian Federation to the Baltic States and their compliance with the Vienna Convention on Diplomatic Relations. The aim of the work is to find out whether the Russian ambassadors' public statements reflect the course of Russian foreign policy towards the Baltic States, and whether there are identifiable signs that Russia is violating the Vienna Convention on Diplomatic Relations in its foreign policy activities. Theoretical part of the research is based on the analysis of Russian foreign policy in the theory of international relations - realism, English school and partly also in constructivism. For the realization of the empirical part of the work qualitative research methodology was used - discourse analysis. It was used to identify the main messages of Russia's foreign policy in the Baltic States and their discursive character in the statements of Russian ambassadors. The results show that they are dominated by three main sensitive topics that make up the negative background of relations between Russia and the Baltic States. These are the status of non-citizens of the Russian-speaking community (in Estonia and Latvia), the status of the Russian language and the antagonism of the understanding of history between the Baltic nations and the Russian-speaking community.
