Finanšu un ekonomiskā krīze, pēdējā laikā notikusī nekontrolētā migrācija un teroristu uzbrūkumi izraisa politisko radikalizāciju dažās valstīs. Šajā pētījumā tiek aplūkoti augošā populisma un radikalizācijas ekonomiskie iemesli un sekas, kā arī ārējie un iekšējie ierobežojumi, vērsti uz negatīvo ekonomisko seku mazināšanu. Lai ilustrētu un pamatotu konstatējumus, tiks analizēti trīs gadījumi: nesenās politiskās radikalizācijas iemesli un sekas Grieķijā, Itālijā un ASV. Īpaša uzmanība tiek pievērsta ekspansīvajai fiskālajai politikai un protekcionisma politikai. Mēs pieņemam, ka populismam un radikalizācijai ir negatīva ietekme uz tautsaimniecību, vienlaikus valdības īsteno ekspansīvo fiskālo politiku un protekcionisma politiku, bet negatīvo ietekmi var ierobežot daži ārējie vai iekšējie faktori, piemēram, valsts politiskās arhitektūras un kultūras līdzsvarotā loma vai starptautisko institūciju vai ārējo partneru iejaukšanās. Pētījums ir sadalīts 4 daļās. Teorētiskajā daļā mēs apskatam dažādas politiskās radikalizācijas un populisma definīcijas un šo procesu cēloņus. Otrajā daļā mēs aplūkojam ES politisko ainavu un analizējam tās ekonomisko risku. Trešajā daļā mēs analizējam atsevišķo valstu ekonomisko attīstību radikālo politisko pārmaiņu laikā, konkrētāk, kā populistiskā un radikālā politika faktiski strādā un ietekmē ekonomiku. Kopumā gadījumu izpēte rāda, ka ekspansīvā fiskālā politika, proti, budžeta deficīta un valsts parāda palielināšana, var novest pie pārkaršanas un defolta, bet protekcionisma politika rada tirdzniecības karus un ierobežo patērētāju izvēli konkurences ierobežojumu dēļ. Ceturtajā daļā mēs izvērtējam, cik efektīvi ir starptautisko institūciju (ES, SVF) un ASV Kongresa un Senāta mērenības un atturēšanās mehānismi ekonomisko risku mazināšanā. Teorētiskā un empīriskā analīze rāda, ka populisms un radikalizācija var izraisīt ļoti negatīvas ekonomiskās sekas, tomēr valsts un starptautiskajā līmenī ir novēršanas mehānismi, kas var būtiski samazināt riskus. The financial and economic crisis, more recently, uncontrolled migration and terrorist attacks induce political radicalization in some countries. This study reviews economic reasons and consequences of raising populism and radicalization, as well as external and internal constraints to limit negative economic consequences. To illustrate and justify findings three cases will be analyzed: economic reasons and consequences of recent political radicalization in Greece, Italy, and the US. The particular attention has been paid to the expansionary fiscal policies and protectionist policies, respectively. We assume that populism and radicalization have a negative effect on national economy while governments implement expansionary fiscal policies and protectionist policies, but the negative impact could be limited by some external or internal factors, such as the balanced role of national political architecture and culture or the intervention of international institutions or external partners. The study is divided into 4 parts. In the theoretical part, we discuss various definitions of political radicalization and populism and their causes. In the second part, we take a glance at the political landscape of the EU and analyze its economic risk. In the third part, we analyze the economic development of selected countries in a time of radical political change and more specifically, how populist and radical policies, actually work and influence the economy. In general, the case studies show that the expansionary fiscal policy, namely the increase of budget deficit and public debt, may lead to the overheating and default while protectionist trade policy leads to trade wars and limited consumers’ choice due to competition constraints. In the fourth part, we assess how effective are moderation and refraining mechanisms of international institutions (EU, IMF) and of Congress and Senate of the US in economic risk reduction. Theoretical and empirical analysis shows that populism and radicalization can lead to very negative economic consequences but there are preventing mechanisms at the national and international levels, which can substantially reduce risks.
